HOUSE RESOLUTION NO. 115
BY REPRESENTATIVE WHEAT
A RESOLUTION
To commend William S. Wainwright, Ph.D., for his service to Northshore Technical
Community College and the Louisiana Community and Technical College System.
WHEREAS, Dr. William S. Wainwright has served as an administrator within the
Louisiana Community and Technical College System for the past twenty-four years; and
WHEREAS, Dr. Wainwright has served as chancellor of Northshore Technical
Community College (NTCC) since 2011, making him the first and only chancellor in the
school's history; under his leadership, NTCC received accreditation from the Southern
Association of Colleges and Schools Commission, which is the body for the accreditation
of degree-granting higher education institutions in the Southern states; and
WHEREAS, Chancellor Wainwright spearheaded the establishment of two new
NTCC campuses, the Lacombe Campus and the Livingston Campus; additionally, NTCC
was recognized by the Brookings Institute as the top-ranked community college for
"economic value of graduates", and was distinguished as a Top Workplace by NOLA.com
for the past six years; and
WHEREAS, Dr. Wainwright also serves as the St. Tammany Parish Development
District board president; as immediate past president of the Council of Louisiana Colleges
& Universities and COMBASE, which is a consortium of community colleges; on the board
of Family Promise of St. Tammany; and is a board member of GNO, Inc., and the
Northshore Business Council; and
WHEREAS, on May 1, 2023, the Board of Supervisors for the University of
Louisiana System announced that it had selected Dr. Wainwright to succeed Dr. John L.
Crain as president of Southeastern Louisiana University.

THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend William S. Wainwright, Ph.D., for his
service to Northshore Technical Community College and the Louisiana Community and
Technical College System and does hereby extend sincerest wishes that he accomplish great
things in his new role as president of Southeastern Louisiana University.
