HOUSE RESOLUTION NO. 154

A RESOLUTION
To express the condolences of the House of Representatives upon the death of Jim Harris.
WHEREAS, it is with immense sadness and profound regret that the House of
Representatives has learned of the death of Jim Harris; and
WHEREAS, Jim dedicated more than four decades of service working in all facets
of governmental and public affairs as founder and president of Harris, DeVille, and
Associates, Inc.; he possessed the ability to quickly assess an issue, determine its critical
components, and recommend an appropriate solution; and
WHEREAS, Jim specialized in strategic communications planning, organization, and
response, and he developed and implemented many communications, management and
public relations programs nationwide; and
WHEREAS, in addition to his consulting work, Jim lobbied the legislature and other
branches of Louisiana government regularly on behalf of his clients for more than thirty
years; throughout his career, he developed and managed numerous multi-industry coalitions
in the legislative and public policy sectors; and
WHEREAS, prior to establishing Harris, DeVille, and Associates, Inc., Jim served
as a working member of the media, as press secretary for Governor Edwin Edwards, and he
worked in economic development for Governor David Treen; he also held key management
positions in several state agencies dealing with the management of transportation, health,
economic development, and environmental quality; and
WHEREAS, Jim was admired around the state capitol for his genial manner and his
civil respect for everyone he worked with; he served not only his clients, but the state of
Louisiana and democratic governance in an exemplary manner; and

WHEREAS, Jim Harris leaves to cherish his memory his wife, Linda, and his two
children; he will be deeply missed, but his legacy of service to Louisiana shall never be
forgotten.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby express heartfelt condolences on the death of Jim
Harris; does hereby recognize his incredible dedication to the state of Louisiana; and does
hereby extend sincerest wishes that his family, friends, and loved ones find comfort in their
shared memories of his life.
