ENROLLED 2023 Regular Session HOUSE RESOLUTION NO. 169 BY REPRESENTATIVE DEVILLIER A RESOLUTION To request the legislative auditor to provide information regarding projects administered by the Department of Transportation and Development (DOTD) included in the Capital Outlay Act for the current fiscal year and for each of the previous five fiscal years, including the priority level, project location, bond priority, general fund obligation, status, expenditures to date, and estimated completion date for each such project. WHEREAS, the improved condition and capacity of the state's infrastructure are vital to the effective transaction of commerce and for the safety and quality of life for our citizens; and WHEREAS, Louisiana consistently ranks among the worst in the nation for road conditions, which costs our state and her citizens and businesses in productivity and related vehicle damage and insurance costs; and WHEREAS, Louisiana has a backlog in highway and bridge maintenance and construction needs in excess of eighteen billion dollars; and WHEREAS, the Capital Outlay Bill, House Bill No. 2 of the 2023 Regular Session of the Legislature of Louisiana, contains more than one billion dollars for projects to be administered by DOTD; and WHEREAS, expeditious and effective use of resources to maintain and improve our infrastructure to protect health, safety, and welfare is in the best interest of the citizens of Louisiana. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby request the legislative auditor to provide information to the House of Representatives regarding projects administered by the Department of Page 1 of 2 HR NO. 169 ENROLLED Transportation and Development included in the Capital Outlay Act for the current fiscal year and for each of the previous five fiscal years, including the priority level, project location, bond priority, general fund obligation, status, expenditures to date, and estimated completion date for each such project along with any additional information the legislative auditor deems relevant and any recommendations for improvement no later than February 15, 2024.
