ENROLLED 2023 Regular Session HOUSE RESOLUTION NO. 238 BY REPRESENTATIVE ROBBY CARTER A RESOLUTION To commend Hammond city marshal, Pat Farris, for his law enforcement service. WHEREAS, Marshal Pat Farris graduated from Hammond High School in 1986 and received a bachelor of arts degree in government from Southeastern Louisiana University in 1995; he served four years in the United States Navy, where he was deployed twice to southeast Asia in support of Operation Desert Shield and Operation Desert Storm; he served an additional four years in the Louisiana Army National Guard as a member of the 39th and 239th Military Police Companies; and WHEREAS, Marshal Farris is a twenty-seven year veteran of law enforcement who has served with the Tangipahoa Parish Sheriff's Office as a patrol officer, field training officer, special response team member, detective, and operations supervisor of the narcotics division; he served as chief deputy marshal with the 2nd ward marshal's office in Livingston Parish and assistant chief of police in the city of Ponchatoula, Louisiana; and WHEREAS, Marshal Farris also served as assistant director of the Sexual Offender Program for the Tangipahoa Parish Sheriff's Office; he worked diligently and professionally to handle matters such as arrest warrants, evictions, and seizures of vehicles; he recognizes that his badge of authority is an extension of the public's trust; and WHEREAS, Marshal Farris has been a member of the National Constables and Marshals Association and the Tangipahoa Parish SALT/TRIAD board, serving as president of the latter for two terms; he is a strong supporter of civic and community organizations and has served on numerous local boards, including the Tangipahoa United Way board of directors, the Lallie Kemp Foundation, and the Tangipahoa Prescription Drug Task Force; and Page 1 of 2 HR NO. 238 ENROLLED WHEREAS, additionally, Marshal Farris is a past president of the Louisiana City Marshals and City Constables Association and a member of the Louisiana Association of Chiefs of Police, the Louisiana Sheriff's Association, and the Louisiana Commission on Law Enforcement; he is most deserving of the highest recognition for his dedication to the protection of Tangipahoa Parish and the state of Louisiana. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby commend Hammond city marshal, Pat Farris, for his law enforcement service and does hereby extend sincerest wishes that he continue to prosper in all of his endeavors as he serves the city of Hammond and the state of Louisiana with genuine respect and honor for his oath of office as an elected official and public servant.
