HOUSE RESOLUTION NO. 254

HOUSE/RULES:  Provides relative to the use of the House Chamber
1	A RESOLUTION
2To amend and readopt House Rule 1.1 of the Rules of Order of the House of Representatives
3 to provide relative to use of the House Chamber.
4 BE IT RESOLVED by the House of Representatives of the Legislature of Louisiana
5that House Rule 1.1 of the Rules of Order of the House of Representatives is hereby
6amended and readopted to read as follows:
7 Rule 1.1.  Use of the Chamber
8	A.  The House Chamber shall not be used as a public meeting place and its
9 use shall be confined to the House of Representatives and committees thereof and
10 the Legislature of Louisiana and committees thereof, the Democratic State Central
11 Committee, the Young Democrats of Louisiana, the Republican State Central
12 Committee, the Young Republicans of Louisiana, the Pelican Boys' State
13 Legislature, the Pelican Girls' State Legislature, the YMCA Youth Legislature, the
14 Silver Haired Legislature, the Louisiana Jaycee Action Legislature, and the
15 Louisiana Camp Fire Councils Legislature.
16	B.  However, when the House has adjourned or during the time between
17 sessions of the legislature, the House Chamber may be utilized by the state central
18 committee and other established organizations of each recognized political party, by
19 nonprofit and educational organizations for the conduct of mock legislative sessions,
20 and by other state agencies for the conduct of cultural or educational programs,

1 subject to the approval of the Speaker and in accordance with a usage policy
2 established by the Speaker.

Abstract: Provides for the usage of the House Chamber.
Present House Rule prohibits the House Chamber from being used as a public meeting place. 
Proposed House Rule maintains this prohibition.
Present House Rule further provides that the use of the House Chamber is confined to the
House of Representatives and committees thereof and the Legislature of La. and committees
thereof.  Provides that when the House has adjourned or during the time between sessions
of the legislature, the House Chamber may be utilized by the state central committee and
other established organizations of each recognized political party, by nonprofit and
educational organizations for the conduct of mock legislative sessions, and by other state
agencies for the conduct of cultural or educational programs, subject to the approval of the
Speaker and in accordance with a usage policy established by the Speaker.
Proposed House Rule removes these provisions of the present House Rule and instead
confines the use of the House Chamber to the House of Representatives and committees
thereof, the Legislature of La. and committees thereof, the Democratic State Central
Committee, the Young Republicans of La., the Young Democrats of La., the Republican
State Central Committee, the Pelican Boys' State Legislature, the Pelican Girls' State
Legislature, the YMCA Youth Legislature, the Silver Haired Legislature, the La. Jaycee
Action Legislature, and the La. Camp Fire Councils Legislature.
