HOUSE RESOLUTION NO. 277

LEGISLATIVE POWERS:  Requests the House Committee on Judiciary to conduct a study
and to make recommendations to the legislature to build upon the success of the
2020 Police Training, Screening, and De-escalation Task Force
1	A RESOLUTION
2To urge and request the House Committee on Judiciary to conduct a study and to make
3 recommendations to the legislature to build upon the success of the 2020 Police
4 Training, Screening, and De-escalation Task Force authorized by SCR No. 7 of the
5 2020 First Extraordinary Session.
6 WHEREAS, in order to safeguard the public and peace officers of this state, it is vital
7for peace officers and the communities they protect to have strong, collaborative
8relationships; and
9 WHEREAS, trust between law enforcement agencies and the citizens they serve is
10essential to the stability of communities, the integrity of the criminal justice system, and the
11safe and effective delivery of public safety services; and
12 WHEREAS, the 2020 Police Training, Screening, and De-escalation Task Force
13(Task Force) proposed and sought to implement critical reforms to achieve these goals; and
14 WHEREAS, the Task Force represented a tremendous bipartisan accomplishment
15that can and should be replicated; and
16 WHEREAS, on January 29, 2021, a letter was sent to the President of the Louisiana
17Senate, The Honorable Patrick Page Cortez, and to the Speaker of the Louisiana House of
18Representatives, The Honorable Clay Schexnayder, proposing eighteen recommendations
19based on the meetings of the Task Force; and

1 WHEREAS, public safety is a priority for all Louisianans, and it is incumbent upon
2the legislature to continue to determine the best mechanisms for increasing public safety; and
3 WHEREAS, Louisiana should continue to ensure it has adequate standards for the
4use of force, data collection and transparency requirements, and procedures for officer
5discipline.
6 THEREFORE, BE IT RESOLVED that the Justice Collaborative, an independent
7institution with subject matter expertise assist and provide information to the House
8Committee on Judiciary.
9 BE IT FURTHER RESOLVED that the House Committee on Judiciary shall review
10and assess the implementation of the reforms proposed by this Task Force and report its
11findings and any recommendations for legislative changes to the Legislature of Louisiana
12no later than February 1, 2024.
13 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
14to the Justice Collaborative.
15 BE IT FURTHER RESOLVED that one print copy and one electronic copy of any
16report produced pursuant to this Resolution shall be submitted to the David R. Poynter
17Legislative Research Library as required by R.S. 24:772.
