HLS 23RS-4228 ORIGINAL 2023 Regular Session HOUSE RESOLUTION NO. 295 BY REPRESENTATIVE BAGLEY MEDICAID: Urges and requests the division of administration, office of state procurement and the Louisiana Department of Health to study vendors for Medicaid Management Information System contracts 1 A RESOLUTION 2To urge and request the division of administration, office of state procurement and the 3 Louisiana Department of Health (LDH) to study potential vendors for Medicaid 4 Management Information System (MMIS) contracts and to submit their findings in 5 the form of a written report by February 1, 2024. 6 WHEREAS, according to the federal government managed Medicaid website, a 7MMIS is an integrated group of procedures and computer processing operations that are 8developed at the general design level to meet principal objectives; and 9 WHEREAS, according to the NASPO ValuePoint website, NASPO ValuePoint is 10a cooperative purchasing program that facilitates public procurement solicitations and 11agreements using a lead-state model; and 12 WHEREAS, House Concurrent Resolution No. 99 of the 2022 Regular Session 13encouraged the use of NASPO Valuepoint for the procurement of MMIS and passed the 14House of Representatives and Senate unanimously; and 15 WHEREAS, since the passing of House Concurrent Resolution No. 99, LDH has 16sought to utilize the NASPO Valuepoint process for its intended purposes; and 17 WHEREAS, in furtherance of the 2022 legislation, various companies that are 18certified by NASPO Valuepoint have demonstrated core technological competency to the 19federal government; and Page 1 of 3 HLS 23RS-4228 ORIGINAL HR NO. 295 1 WHEREAS, it is important that state departments, such as the division of 2administration, office of state procurement and the Louisiana Department of Health, examine 3other influential factors regarding this subject matter, such as work history within other 4states and conflicts of interest for vendors; and 5 WHEREAS, it is important that the state departments work together to prevent any 6premature contract terminations and federal penalties for the administration of MMIS in the 7future; and 8 WHEREAS, such factors must be researched and fully understood in order to 9successfully mitigate the likelihood of any future penalties from the federal government or 10premature contract terminations. 11 THEREFORE, BE IT RESOLVED that the House of Representatives of the 12Legislature of Louisiana does hereby urge and request the division of administration, office 13of state procurement and the Louisiana Department of Health to research potential vendors 14for Medicaid Management Information System contracts. 15 BE IT FURTHER RESOLVED that the division of administration, office of state 16procurement and the Louisiana Department of Health shall submit their findings in the form 17of a written report to the House Committee on Health and Welfare and the David R. Poynter 18Legislative Research Library on or before February 1, 2024. 19 BE IT FURTHER RESOLVED that, with respect to vendor work history and 20potential conflicts of interest, peer agencies in the states of Florida, Montana, Pennsylvania, 21and Tennessee shall be consulted in preparation of the written report. 22 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 23secretary of the Louisiana Department of Health and the director of the division of 24administration, office of state procurement.
