ENROLLED 2023 Regular Session HOUSE RESOLUTION NO. 36 BY REPRESENTATIVE JEFFERSON A RESOLUTION To express the condolences of the House of Representatives upon the death of Richard Murphy Sapp. WHEREAS, it is with immense sadness and profound regret that the House of Representatives has learned of the passing, on April 10, 2023, of Richard Murphy Sapp; and WHEREAS, Richard Murphy Sapp was born on May 12, 1931, to Richard Sapp and Ethel Brown Sapp; he and his three sisters grew up in the Marsalis community in Clairborne Parish; and WHEREAS, Mr. Sapp accepted Christ at an early age and attended Richland Baptist Church and later joined Mt. Calvary Baptist Church; he began his education at Richland Baptist Church and graduated from Arcadia Colored School; and WHEREAS, Mr. Sapp's first job was as a porter at Morris Buick Co. in Shreveport; he left to join the United States Army in January 1953, and served until December 1954; after returning from military service, he worked as a building contractor, housing inspector for the USDA Farmers Home Administration, and poultry labor contractor for ConAgra; he also served as an instructor of carpentry at Grambling State University, Gibsland-Coleman High School, and Northwest Vocational School; and WHEREAS, Mr. Sapp was a devoted deacon at Mt. Calvary Baptist Church for many years and served in numerous other roles for the church; his passions included helping others, horseback riding, carpentry, farming, hunting, gardening, and serving God; he also cherished his grandchildren and loved spoiling them; and WHEREAS, Richard Murphy Sapp leaves to cherish his memory his wife of sixty- seven years, Lucy Britton Sapp; children, Dexter Sapp, and his wife Doris, Kenneth Sapp, Page 1 of 2 HR NO. 36 ENROLLED and his wife Carol, Douglas Sapp, and his wife Debra, and Carlyle Sapp Roberson; extended brother and cousin, Roy Barton; grandchildren, Jarrod Williams, and his wife Alice, Dextria Sapp, Derrick Sapp, Constance Nelson, and her husband Adrian, Richard Sapp, Kelvon Pruitt, Craton Roberson, Amanda Sapp, Jasmine Sapp, Canyon Roberson, and Cranesha Roberson; great-grandchildren, Jariyah Perry, Nyasia Williams, Adriana Nelson, Savannah Sapp, Cameron Roberson, and Zuri Roberson; and goddaughter, Dr. Jamie Crawley; he will be deeply missed but certainly never forgotten. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby express heartfelt condolences on the death of Richard Murphy Sapp and does hereby extend sincerest wishes that his family, friends, and loved ones find comfort in their shared memories of his beautiful life.
