HLS 23RS-617 ENGROSSED 2023 Regular Session HOUSE RESOLUTION NO. 8 BY REPRESENTATIVE BOYD STUDENTS: Creates a special study committee to study the need for and obstacles to the installation of sidewalks at Edna Karr High School in New Orleans 1 A RESOLUTION 2To create a special study committee of the House of Representatives to study the need for 3 and obstacles to the installation of sidewalks at Edna Karr High School in New 4 Orleans and to require the committee to report its findings to the House of 5 Representatives no later than sixty days prior to the 2024 Regular Session of the 6 Legislature. 7 WHEREAS, in 2020, Edna Karr High School in New Orleans moved into a new, 8forty-eight million dollar, 153,332 square feet school building; the school building has fifty- 9two classrooms, including four music/performance arts classrooms, and is located on a large 10lot that provides plenty of space for expansion of athletic facilities; and 11 WHEREAS, unfortunately, from a student safety perspective, the school is not 12complete; the school is located on General Meyer Avenue in Algiers, which is heavily 13traveled Louisiana Highway 428, and there are no sidewalks along the road which would 14allow for safer ingress and egress for students at the school; and 15 WHEREAS, students have already been hurt by vehicular traffic on the highway, and 16there is a general fear that more students will be hurt in the future if sidewalks are not 17installed in the area; and 18 WHEREAS, the House of Representatives desires information on why sidewalks in 19the area near Edna Karr High School have not been installed for the safety of the student 20body; and Page 1 of 3 HLS 23RS-617 ENGROSSED HR NO. 8 1 WHEREAS, furthermore, because the roadway on which the school is located is a 2state highway, the House of Representatives desires information on whether installation of 3sidewalks will be the responsibility of the city of New Orleans or the Department of 4Transportation and Development or a combination of both. 5 THEREFORE, BE IT RESOLVED that the House of Representatives of the 6Legislature of Louisiana does hereby create a special study committee of the House of 7Representatives to study the need for and obstacles to the installation of sidewalks at Edna 8Karr High School in New Orleans. 9 BE IT FURTHER RESOLVED that the special committee shall be comprised of six 10members, three of whom shall be members of the House Committee on Municipal, Parochial 11and Cultural Affairs appointed by the chairman of that committee and three of whom shall 12be members of the House Committee on Transportation, Highways and Public Works 13appointed by the chairman of that committee. 14 BE IT FURTHER RESOLVED that the chairman of the House Committee on 15Municipal, Parochial and Cultural Affairs shall call the first meeting of the special study 16committee and preside at the first meeting until the committee selects a chairman from 17among its members. 18 BE IT FURTHER RESOLVED that the committee shall hold public hearings to 19receive testimony from any interested party and shall specifically solicit advice and guidance 20from the governing authority and officials of Edna Karr High School, the Department of 21Transportation, and the city of New Orleans. 22 BE IT FURTHER RESOLVED that the study committee shall report its findings and 23recommendations to the House of Representatives no later than sixty days prior to the 24beginning of the 2024 Regular Session of the Legislature.
