A RESOLUTION
To commend the Honorable Francis C. Thompson on his status as the longest-serving
member of the Legislature of Louisiana.
WHEREAS, the Honorable Francis C. Thompson was born in Delhi, Louisiana, on
October 29, 1941; he graduated from Delhi High School in 1959 and earned bachelor and
master of science degrees from Louisiana Tech University in Ruston, Louisiana; he then
enrolled at the University of Louisiana at Monroe (ULM) where he completed a master's
degree in education and a doctorate in secondary education; and
WHEREAS, prior to joining the legislature, Rep. Thompson worked as a classroom
teacher, vice president of Delhi Manufacturing Corporation, owner of Richland Auto Supply,
and assistant professor of education at ULM; he served as an elected member of the
Richland Parish School Board and worked in Baton Rouge as a drug education coordinator
for the Louisiana Department of Education under Superintendent Louis J. Michot; and
WHEREAS, Rep. Thompson joined the Legislature of Louisiana after winning a
special election to fill a vacated House seat in 1975; later that same year, he won a full term
in the seat, which eventually became the single-member District No. 19; and

WHEREAS, Rep. Thompson represented District No. 19 in the Louisiana House of
Representatives with honor from 1975 until 2008; during this time, he served as chairman
of the House Committee on Agriculture, Forestry, Aquaculture, and Rural Development, the
House Special Committee on Homeland Security, and the Legislative Audit Advisory
Council; he also served, most notably, as a member of the House Committee on
Appropriations, the House Committee on Health and Welfare, and the Joint Legislative
Committee on the Budget; and
WHEREAS, after thirty-three years serving House District No. 19, Rep. Thompson
won election to the Louisiana Senate representing District No. 34; he served as a state
senator from 2008 until 2020, garnering committee assignments including chairman of the
Senate Committee on Agriculture, Forestry, Aquaculture, and Rural Development, and as
a member of the Senate Committee on Commerce, Consumer Protection, and International
Affairs, the Senate Committee on Finance, the Senate Committee on Labor and Industrial
Relations, the Senate Select Committee on Homeland Security, and the Joint Legislative
Committee on the Budget; and
WHEREAS, Rep. Thompson rejoined the House of Representatives representing
District No. 19 in 2020; he currently serves as vice chair of the House Committee on
Appropriations, and he served as vice chair of the House Committee on Agriculture,
Forestry, Aquaculture, and Rural Development from 2020 until November 2021; he
continues to serve as a member of the House Committee on Agriculture, Forestry,
Aquaculture, and Rural Development; and 
WHEREAS, Representative Francis C. Thompson has dedicated forty-eight years
of sincere and honest service to his constituents in the parishes of Concordia, East Carroll,
Madison, Morehouse, Ouachita, Richland, Tensas, and West Carroll and to the citizens of
the state of Louisiana as a state legislator; he is the truest representation of a public servant,
and he is most deserving of the highest recognition for his unprecedented tenure as a
member of the Legislature of Louisiana.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend the Honorable Francis C. Thompson on his
status as the longest-serving member of the Legislature of Louisiana and does hereby further

recognize Representative Thompson for serving our state with dignity, pride, honesty, and
respect throughout his legislative tenure.
BE IT FURTHER RESOLVED that the House of Representatives of the Legislature
of Louisiana does hereby express enduring gratitude to Representative Thompson for his
service to the citizens of Louisiana, as evidenced by his superlative achievements as a
member of the Legislature of Louisiana; does hereby pay tribute to him for the effective way
in which he has dedicated his intelligence and his energy to the service of his family, friends,
and state; and does hereby extend to him the best wishes of all his colleagues as he continues
to serve with honor as a distinguished member of this esteemed body.
