HOUSE RESOLUTION NO. 92

A RESOLUTION
To express the condolences of the House of Representatives upon the death of Wellborn
Jack, Jr.
WHEREAS, it is with immense sadness and profound regret that the House of
Representatives has learned of the passing, on April 4, 2023, of Wellborn Jack, Jr.; and
WHEREAS, Wellborn Jack, Jr., was born on July 23, 1936, in Shreveport, Louisiana;
he attended Barrett Elementary and Broadmoor Junior High and graduated from C.E. Byrd
High School; and
WHEREAS, Mr. Jack went on to graduate from Louisiana State University (LSU)
and then the LSU Law Center; while in law school, he served as the editor-in-chief of the
Law Review; and
WHEREAS, after completing his education, Mr. Jack returned to Shreveport and
began practicing law with his father, Welborn Jack, Sr., who served in the Louisiana House
of Representatives from 1940 to 1964; Welborne Jack, Jr., possessed a truly brilliant mind
and possessed a genuine passion for the study and practice of law; he will also be
remembered for having an unparalleled commitment to his clients; and
WHEREAS, Mr. Jack forged a career as a lawyer and was included in "The Best
Trial Lawyers of America" collection; he served as a trial lawyer for more than five decades
hearing countless numbers of cases; he was the first lawyer in the country to obtain a "not
guilty by reason of insanity" verdict in a case involving a violent crime after he successfully
argued that his client, who served in the Vietnam War, suffered from post-traumatic stress
disorder, which motivated his violent actions; he also defended a member of Earth First in
an environmental conspiracy case in Arizona; and

WHEREAS, Mr. Jack was also a lifelong environmentalist; he played a pivotal role
in the creation of the Caney Creek Wilderness Area in Arkansas; he co-founded the
Kisatchie Chapter of the Ozark Society and was named "Conservationist of the Year"; he
was also a member of the Army National Guard Reserves; and
WHEREAS, Wellborn Jack, Jr., leaves to cherish his memory his loving wife,
Catherine; children, Wellborn Jack, III, and his wife Mary, Patrick Jack, Wayne Ashley, and
his wife Suzi, Ransom Ashley, and his wife Terri, Andrea Swenson, and her husband Alan,
and Angela Butler, and her husband Rick; sister, Patricia Jack Morgan; grandchildren, Will
Jack, Spencer Jack, Sara Jack, Richard Ashley, Tiffany Olson, Ashley Crawford, Laura
Moore, Jeremy Sitter, Ransom C. Ashley, and Cole Ashley; and ten great-grandchildren; he
will be deeply missed but certainly never forgotten.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby express heartfelt condolences on the death of Wellborn
Jack, Jr., and does hereby extend sincerest wishes that his family, friends, and loved ones
find comfort in their shared memories of his life.
