HLS 23RS-754 ORIGINAL 2023 Regular Session HOUSE STUDY REQUEST NO. 1 BY REPRESENTATIVE FREIBERG STATE EMPLOYEES: Requests the House Committee on House and Governmental Affairs to meet and study the prevalence of remote work among state employees and to investigate the impact of such work on the local economy 1 A STUDY REQUEST 2To the House Committee on House and Governmental Affairs to study the prevalence of 3 remote work among state employees and to investigate the impact of such work on 4 the economy and to report its findings to the House of Representatives prior to the 5 end of the committee's present term on January 8, 2024. 6 WHEREAS, many state departments, offices, and agencies implemented work-from- 7home policies beginning in 2020 during the COVID-19 pandemic; and 8 WHEREAS, many state offices continue to allow employees to work from home; and 9 WHEREAS, the decrease in the number of state employees working in the office on 10a daily basis had a negative impact on local and state economies and public safety; and 11 WHEREAS, Louisiana lacks a comprehensive study of the impact of remote work 12on local and state economies and public safety. 13 THEREFORE, the House of Representatives of the Legislature of Louisiana requests 14that the House Committee on House and Governmental Affairs study the following and 15report its findings to the House of Representatives prior to the end of the committee's present 16term on January 8, 2024: 17 (1) The percentage of state employees that work from home reported on an average 18daily basis and by location. 19 (2) The basis each department uses to determine remote working eligibility.
