HOUSE STUDY REQUEST NO. 2
BY REPRESENTATIVE GOUDEAU
CIVIL SERVICE:  Requests the House Committee on House and Governmental Affairs and
the House Committee on Municipal, Parochial, and Cultural Affairs to jointly study
the Louisiana Civil Service system
1	A STUDY REQUEST
2To the House Committee on House and Governmental Affairs and the House Committee on
3 Municipal, Parochial, and Cultural Affairs to jointly study the state civil service
4 systems and to report findings to the House of Representatives prior to the convening
5 of the 2024 Regular Session of the Legislature.
6 WHEREAS, the Louisiana Constitution establishes the state civil service and fire and
7police civil service systems and commissions; and
8 WHEREAS, the constitution vests each commission with broad and general
9rulemaking and subpoena powers for the administration and regulation of the classified
10service, including the power to adopt rules for regulating employment, promotion, demotion,
11suspension, reduction in pay, removal, certification, qualifications, political activities,
12employment conditions, compensation and disbursements to employees, and other personnel
13matters and transactions; to adopt a uniform pay and classification plan; to require an
14appointing authority to institute an employee training and safety program; and generally to
15accomplish the objectives and purposes of the merit system of civil service; and
16 WHEREAS, the constitution prohibits members of a civil service commission and
17officers or employees in the classified service from participating or engaging in political
18activity; and

1 WHEREAS, several provisions governing the municipal fire and police civil service
2that originally appeared in the Louisiana Constitution of 1921 were continued in statute upon
3the adoption of the constitution of 1974; and
4 WHEREAS, the state civil service and the municipal fire and police civil service
5systems have been in place for over a century and are due for a review in an effort to
6improve the systems, some elements of which may be outdated.
7 THEREFORE, the House of Representatives of the Legislature of Louisiana requests
8the House Committee on House and Governmental Affairs and the House Committee on
9Municipal, Parochial, and Cultural Affairs to jointly study state civil service systems
10generally, including fire and police civil service, with input of the State Civil Service
11Commission and the state examiner of municipal fire and police civil service and to report
12findings to the House of Representatives prior to the convening of the 2024 Regular Session
13of the Legislature.
