1	AN ACT
2 To enact R.S. 17:351.1(C)(3)(d), relative to textbooks and other instructional materials; to
3 provide relative to the determination of the quality of textbooks and other
4 instructional materials; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 17:351.1(C)(3)(d) is hereby enacted to read as follows: 
7 ยง351.1. Textbooks and other instructional materials; review; adoption; procurement;

12	(d)(i) If the governing authority of a public elementary or secondary
13 school conducts a review of textbooks or other instructional materials and
14 determines the textbooks or other instructional materials are of high quality,
15 the state Department of Education shall recognize that determination for all
16 purposes including but not limited to funding eligibility.
17	(ii) A public school governing authority seeking the recognition of
18 textbooks or other instructional materials as high quality for all purposes shall
19 have at least two teachers who hold the designation of Teacher Leader Advisor
20 certify that the textbooks and instructional materials are fully aligned with
21 Louisiana state content standards, using the rubric approved by the
22 department. No more than fifty percent of the Teacher Leader Advisors
23 conducting the certification shall be employed by the governing authority.

1 Section 2. This Act shall become effective upon signature by the governor or, if not
2 signed by the governor, upon expiration of the time for bills to become law without signature
3 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
4 vetoed by the governor and subsequently approved by the legislature, this Act shall become
5 effective on the day following such approval.
