SENATE CONCURRENT RESOL UTION NO. 23
BY SENATORS FOIL AND ABRAHAM 
CONDOLENCES.  Expresses sincere and heartfelt condolences upon the death of Richard
P. Ieyoub.
1	A CONCURRENT RESOL UTION
2 To express the sincere and heartfelt condolences of the Legislature of Louisiana upon the
3 death of Richard P. Ieyoub.
4 WHEREAS, Richard Phillip Ieyoub, born August 11, 1944, in Lake Charles,
5 Louisiana, was a first generation American who embraced his Lebanese heritage and served
6 over nineteen years as a public servant to the citizens of the Calcasieu Parish and the state
7 of Louisiana; and
8 WHEREAS, a graduate of Lake Charles High School, Richard earned a Bachelor of
9 Arts in History, a Juris Doctor from Louisiana State University Law School, and he was
10 awarded a Doctor of Humane Letters in 2021 from McNeese State University which was his
11 most treasured honor; and
12 WHEREAS, a devout Catholic and known for his sincerity, Richard was a genuine
13 and kind-hearted man serving the citizens of Calcasieu Parish as district attorney from 1984
14 until his 1992 election as Louisiana's Attorney General, a position he held until 2004; and
15 WHEREAS, during his career of public service, Richard Ieyoub was most proud of
16 his role in making Louisiana one of the first states to sue the nation's tobacco companies
17 which eventually resulted in a $4.6 billion settlement for Louisiana which the legislature
18 placed in trust funds to help pay for education and health care over time; and

1 WHEREAS, after the 2015 governor's election, Governor John Bel Edwards asked
2 Richard to be his Commissioner of Conservation in the Department of Natural Resources,
3 a position in which he maintained a reputation for fairness, honesty, and openness as he
4 balanced the various interests of the environmentalists as well as oil and gas companies
5 when deciding whether to grant oil and gas drilling permits; and
6 WHEREAS, Richard is survived by his wife of twenty-eight years, Caprice Brown
7 Ieyoub; children Amy, Nicole (Arthur Murray), Brennan (Joy), Phillip, Khoury, Christian,
8 and Anna Michael; grandchildren Nicolas, Nia, Lila, Gabriel, and Logan; brothers Kalil
9 (Gretchel), Patrick (Charlotte), and sister Ernestine Ieyoub Underwood, and the very best
10 nieces and nephews any uncle could ask for; he was preceded in death by his father Phillip
11 Assad Ieyoub, mother Virginia Khoury Ieyoub, brother Daniel, and brother-in-law Neil
12 Underwood; and
13 WHEREAS, Richard always put faith and family first and inspired generations of
14 friends and colleagues to do the same and his passing leaves a void in all who knew and
15 loved him.
16 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
17 extend sincere and heartfelt condolences to the family and friends of Richard Phillip Ieyoub 
18 on the occasion of his passing and does here acknowledge with gratitude his service to the
19 citizens of Louisiana. 
20 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
21 Caprice Brown Ieyoub.
