SENATE CONCURRENT RESOL UTION NO. 25

EDUCATION DEPARTMENT.  Urges and requests the state department to prepare for
implementation of an "education savings account" program.
1	A CONCURRENT RESOL UTION
2 To urge and request the Louisiana Department of Education to prepare for implementation
3 of an "education savings account" program.
4 WHEREAS, Louisiana has established programs that enable parents to enroll their
5 children in the elementary or secondary school that best meets their individual needs; and
6 WHEREAS, through the course choice program, the state has supported students in
7 accessing secondary courses not offered at their high schools; and
8 WHEREAS, Louisiana has supported parents in saving for elementary, secondary,
9 and postsecondary education through individual savings accounts that enable them to direct
10 funds to institutions of their choice; and
11 WHEREAS, Act 415 of the 2021 Regular Session empowers parents to access funds
12 to support early literacy and reading supports and interventions provided by authorized
13 providers; and
14 WHEREAS, several states have authorized programs to enable parents of school-age
15 children to receive deposits of public funds into state-authorized "education savings
16 accounts" and to use those funds for tuition, tutoring, educational therapies, virtual
17 education, and early college courses; and
18 WHEREAS, these can serve as models for implementing and administering a similar

1 program in Louisiana.
2 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
3 urge and request the Louisiana Department of Education to prepare for implementation of
4 an "education savings account" program by creating a sustainable framework, identifying
5 potential third party vendors, and engaging in communications with appropriate state
6 agencies that may be involved in the implementation of a program.
7 BE IT FURTHER RESOLVED that the Louisiana Department of Education is
8 requested to provide a report of progress to be submitted to the Senate and House education
9 committees no later than January 12, 2024.
