2023 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 29 BY SENATORS PEACOCK AND MI LLIGAN A CONCURRENT RESOL UTION To commend LSU Shreveport chancellor Larry Clark on his retirement. WHEREAS, Larry Clark was born in Freeport, Illinois; and WHEREAS, Larry Clark earned a B.A. in economics from Knox College, a juris doctorate from the John Marshall Law School, and a L.L.M. in taxation from DePaul University; and WHEREAS, Mr. Clark served as an army captain/judge advocate general from 1975 to 1978 and continued in this role as a reservist until 1984 and while serving Mr. Clark was also an advisor to the Presidential Clemency Board in 1978; and WHEREAS, Larry Clark originally joined LSU Shreveport as a faculty member in August, 1981, and excelled in this role until his appointment as the dean of LSU Shreveport business school in 1985 and served as dean until 1994; and WHEREAS, Larry Clark was a two time executive board member of the Shreveport Chamber of Commerce, served as a member of the Shreveport Biracial Commission, the Black-White Communications Task Force, the Louisiana Commission on Corporations Advisory Committee, and the Shreveport Rotary Club; and WHEREAS, Larry Clark was the chair of the Leadership Council, the Mayor's Space Study Task Force under mayor Hazel Beard, and the vice chair of United Way; and WHEREAS, Larry Clark was also a moderator for Dateline Shreveport; and WHEREAS, from 1994 to 2000 Clark served as the dean of the School of Business and Economics at Sonoma State University; and WHEREAS, Larry Clark became the dean of the business school at UNC Wilmington from 2000 to 2014; and WHEREAS, among his many accomplishments, Larry Clark was once the youngest lead author of a business textbook, Law and Business, published by McGraw-Hill; and WHEREAS, Larry Clark's tenure at LSU Shreveport has seen record-breaking enrollment, growing from three thousand eight hundred ten students in spring, 2014 to over Page 1 of 2 SCR NO. 29 ENROLLED eight thousand seven hundred students in Fall 2022, received national acclaim for its academic programs, and undergone a revitalization of the campus, including new facilities such as the Student Success Center, Veterans Resource Center, Cyber Collaboratory, and Human Performance Lab; and WHEREAS, Larry Clark is a current board member of Step Forward, the Strategic Action Council, the Noel Foundation, and the LSU Shreveport Foundation Board; and WHEREAS, Mr. Clark is a current advisory board member of the Norwela Council of the Boy Scouts of America, is a member of the Committee of 100, the Military Affairs Council, and the Downtown Rotary Club; and WHEREAS, throughout his illustrious career Larry Clark has received numerous awards, including the LSU Shreveport Outstanding Faculty Award, the President's Award for the American Business Law Association, the Santa Rosa Chamber of Commerce Outstanding Volunteer Award for Economic Development, and the Southern University Shreveport Louisiana 2016 Southern Gentlemen Award; and WHEREAS, Mr. Clark was the recipient of the 2023 Greater Shreveport Chamber of Commerce Business Person of the Year award; and WHEREAS, when he is not engaged in community service or professional stewardship, Larry Clark is an avid reader, runner, and enthusiast of wines, and the Tucker automobile; and WHEREAS, Mr. Clark is married to Georgia A. Clark and has two stepdaughters, Susan and Michelle, and four step grandchildren. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend LSU Shreveport chancellor Larry Clark on his retirement.
