2023 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 37 BY SENATOR MCMATH A CONCURRENT RESOL UTION To urge and request the State Board of Elementary and Secondary Education and the Board of Regents to collaborate to publish an annual report on their respective websites that details public school students' preparation for public postsecondary education. WHEREAS, research has shown that the majority of future jobs will require a postsecondary education credential; and WHEREAS, the high-school-to-postsecondary education pipeline needs to be robust to ensure that students are properly prepared to enter either the workforce or the postsecondary education arena upon completion of high school; and WHEREAS, in recent years much emphasis and funding have focused on ensuring students have the skills and the knowledge to pursue their career and educational dreams after graduating from high school; and WHEREAS, the appropriate data may help identify any specific needs in the current education-to-career pipeline; and WHEREAS, data collected and analyzed pursuant to R.S. 17:3914(N), including trend data, may help identify ways to maximize funding and assist more students in earning college course credits, career training, and in-demand career credentials while the students are still enrolled in high school. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the State Board of Elementary and Secondary Education and the Board of Regents to collaborate to publish on their respective websites an annual report detailing the degree of public school students' preparation for public postsecondary education. Page 1 of 2 SCR NO. 37 ENROLLED BE IT FURTHER RESOLVED that the Legislature of Louisiana requests that the report include the number and percentage of public high school graduates who enroll in a public postsecondary education institution within one year of graduation and who are required to take a remedial or corequisite course in English or math and the number and percentage of current twelfth-grade students who are not enrolled full-time at a public secondary school, and further requests that the data be provided in the aggregate and by each public school. BE IT FURTHER RESOLVED that the Legislature of Louisiana requests that the report include the number and percentage of public high school students who are dual enrolled and who take career training courses and courses for industry-based certifications, and that the report identify the source of the funds used for the courses and training and the amount from each source, including the Minimum Foundation Program, federal Title I, Carl D. Perkins, and TOPS Tech Early Start. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the president of the Board of Regents, the commissioner of higher education, the president of the State Board of Elementary and Secondary Education, and the state superintendent of education.
