SENATE CONCURRENT RESOL UTION NO. 62
BY SENATOR MCMATH 
LEGIS POWERS/FUNCTIONS.  Recreates  the Louisiana Electric Vehicle Task Force.
1	A CONCURRENT RESOL UTION
2 To continue and provide with respect to the Louisiana Electric Vehicle Task Force to study
3 the economic impact of electric vehicles and to recommend any action or legislation 
4 the task force deems necessary or appropriate as was initially created by Senate
5 Concurrent Resolution No. 46 of the 2022 Regular Session of the Legislature.
6 WHEREAS, through Senate Concurrent Resolution No. 46 of the 2022 Regular
7 Session, the legislature established a task force to study fees for electric vehicles; and 
8 WHEREAS, the task force, composed of twelve members who individually and
9 collectively possess significant expertise in the area of state revenue and the state's
10 transportation; and
11 WHEREAS, it is critical to continue to assess the fiscal viability, needs, and effects
12 electric vehicles will have on highways and infrastructure; and
13 WHEREAS, the 2022 task force members agreed the task force should be extended
14 to further study information regarding electric vehicles as a revenue resource for the state. 
15 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
16 continue the task force to study the economic impact of electric vehicles and to propose
17 recommendations, together with specific proposals for legislation, by written report to the
18 legislature and to the David R. Poynter Legislative Research Library as required by R.S.

1 24:771 and 772, no later than February 1, 2024.
2 BE IT FURTHER RESOLVED that the membership and purposes of the task force
3 shall continue as provided in Senate Concurrent Resolution No. 46 of the 2022 Regular
4 Session and shall consist of the following:
5 (1) The chairman of the Senate Committee on Transportation, Highways and Public
6 Works who shall serve as the chairperson of the task force.
7 (2) The President of the Senate, or his designee.
8 (3) The chairman of the Senate Committee on Commerce, Consumer Protection and
9 International Affairs or another member of the committee designated by the chair.
10 (4) The chairman of the Senate Committee on Finance or another member of the
11 committee designated by the chair.
12 (5) The chairman of the Senate Committee on Revenue and Fiscal Affairs or another
13 member of the committee designated by the chair.
14 (6) The Speaker of the House of Representatives, or his designee.
15 (7) The chairman of the House Committee on Transportation, Highways and Public
16 Works or another member of the committee designated by the chair.
17 (8) The chairman of the House Committee on Commerce or another member of the
18 committee designated by the chair.
19 (9) The chairman of the House Committee on Appropriations or another member of
20 the committee designated by the chair.
21 (10) The chairman of the House Committee on Ways and Means or another member
22 of the committee designated by the chair.
23 (11) The secretary of the Department of Transportation and Development, or his
24 designee.
25 (12) The president of the Louisiana Automobile Dealers Association, or his designee.
26 BE IT FURTHER RESOLVED that the task force shall make a report of its findings
27 and recommendations, with suggestions for proposed legislation, if any, to the legislature
28 on or before February 1, 2024.
29 BE IT FURTHER RESOLVED the task force shall convene for its first meeting no
30 later than September 1, 2023, at the call of the chairman of the Senate Committee on

1 Transportation, Highway and Public Works.
2 BE IT FURTHER RESOLVED that the task force shall terminate on the date of the
3 submission of its report or March 10, 2024, whichever occurs first.
4 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 
5 the President of the Senate, the chairman of the Senate Committee on Transportation,
6 Highways and Public Works, the chairman of the Senate Committee on Finance, the
7 chairman of the Senate Committee on Commerce, Consumer Protection and International
8 Affairs, the chairman the Senate Committee on Revenue and Fiscal Affairs, the Speaker of
9 the House of Representatives, the chairman of the House Committee on Transportation,
10 Highways and Public Works, the chairman of the House Committee on Commerce, the
11 chairman of the House Committee on Appropriations, the chairman of the House Committee
12 on Ways and Means, the secretary of the Department of Transportation and Development,
13 and the president of the Louisiana Automobile Dealers Association.
