2023 Regular Session ENROLLED SENATE RESOLUTION NO. 166 BY SENATOR CLOUD A RESOLUTION To urge and request the office of juvenile justice in the Department of Public Safety and Corrections to submit quarterly written reports to the Senate Committee on Finance, the Senate Committee on Judiciary B, and the Select Committee on Women and Children regarding the progress and implementation of the tiered system of secure juvenile facilities in Louisiana established by Act No. 693 of the 2022 Regular Session of the Louisiana Legislature. WHEREAS, Act No. 693 of the 2022 Regular Session of the Louisiana Legislature established a tiered system of secure juvenile facilities in Louisiana; and WHEREAS, the Act became effective on August 1, 2022; and WHEREAS, Act No. 693 directed the deputy secretary for youth services to adopt rules to develop and implement a tiered system of secure juvenile facilities in the state for the placement of children in the custody of the office of juvenile justice; and WHEREAS, the tiered system shall be developed and implemented for the placement of low risk, medium risk, and high risk children; and WHEREAS, the rules were to be adopted no later than January 1, 2023, in accordance with the Administrative Procedure Act; and WHEREAS, the citizens of Louisiana have great interest in learning about the treatment and rehabilitation of children in the custody of the office of juvenile justice; and WHEREAS, the Senate Committee on Finance, the Senate Committee on Judiciary B, and the Select Committee on Women and Children are the appropriate committees to review the implementation and progress of the tiered system of secure juvenile facilities in the state. Page 1 of 2 SR NO. 166 ENROLLED THEREFORE, BE IT RESOLVED the Senate of the Legislature of Louisiana requests the office of juvenile justice in the Department of Public Safety and Corrections to submit quarterly written reports, with the first report being submitted not later than October 1, 2023, to the Senate Committee on Finance, the Senate Committee on Judiciary B, and the Select Committee on Women and Children regarding the progress and implementation of the tiered system of secure juvenile facilities in Louisiana established by Act No. 693 of the 2022 Regular Session of the Louisiana Legislature. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the deputy secretary of the office of juvenile justice, Otha "Curtis" Nelson Jr. PRESIDENT OF THE SENATE Page 2 of 2
