HLS 241ES-7 ORIGINAL 2024 First Extraordinary Session HOUSE BILL NO. 11 BY REPRESENTATIVE JACKSON CAMPAIGN FINANCE: Provides that contribution limits are applicable per calendar year rather than per election (Item #8) 1 AN ACT 2To amend and reenact R.S. 18:1505.2(H)(1)(a)(introductory paragraph) and (c) and 3 (2)(a)(introductory paragraph), (b)(introductory paragraph), (e), and (f), relative to 4 campaign contribution limits; to provide for the application of campaign contribution 5 limits per calendar year; and to provide for related matters. 6Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 18:1505.2(H)(1)(a)(introductory paragraph) and (c) and 8(2)(a)(introductory paragraph), (b)(introductory paragraph), (e), and (f) are hereby amended 9and reenacted to read as follows: 10 ยง1505.2. Contributions; expenditures; certain prohibitions and limitations 11 * * * 12 H.(1)(a) The following contribution limits, which apply per calendar year, 13 are established for contributions made to candidates or the principal campaign 14 committee and any subsidiary committee of a candidate for the following offices: 15 * * * 16 (c) Notwithstanding the provisions of Subparagraph (a) of this Paragraph, 17 the contribution limit for contributions made to an unsuccessful major office 18 candidate, or the principal campaign committee and any subsidiary committee of 19 such unsuccessful candidate, who does not participate in the general election and for Page 1 of 3 CODING: Words in struck through type are deletions from existing law; words underscored are additions. HLS 241ES-7 ORIGINAL HB NO. 11 1 the time period for which such candidate has a deficit for expenditures made through 2 the day of the primary election, shall be ten thousand dollars per calendar year. 3 (2)(a) Notwithstanding the provisions of Paragraph (1), the following 4 contribution limits, which apply per calendar year, are established for contributions 5 by political committees supporting or opposing a candidate for the following offices: 6 * * * 7 (b) Notwithstanding the provisions of Paragraph (1) of this Subsection and 8 Subparagraph (2)(a) (a) of this Subsection, Paragraph, the following campaign 9 contribution limits, which apply per calendar year, are established for contributions 10 by political committees supporting or opposing a candidate for the following offices, 11 the membership of which political committee exceeds two hundred and fifty 12 members as of the December thirty-first of the preceding calendar year, and 13 additionally provided that at least two hundred and fifty of the members have each 14 contributed at least fifty dollars to the political committee during the preceding one- 15 year period: 16 * * * 17 (e) Notwithstanding the provisions of Paragraph (1) of this Subsection and 18 Subparagraph (2)(a) (a) of this Subsection, Paragraph, the contributions limit for 19 contributions by political committees to an unsuccessful major office candidate, or 20 the principal campaign committee and subsidiary committee of such unsuccessful 21 candidate, who does not participate in the general election and for the time period for 22 which such candidate has a deficit for expenditures made through the day of the 23 primary election, shall be ten thousand dollars per calendar year. 24 (f) Notwithstanding the provisions of Paragraph (1) of this Subsection and 25 Subparagraphs (2)(a) (a) and (b) of this Subsection, Paragraph, the contributions 26 limit for contributions by political committees certified according to the provisions 27 of Subparagraph (2)(b) (b) of this Paragraph to an unsuccessful major office 28 candidate, or the principal campaign committee and subsidiary committee of such 29 unsuccessful candidate, who does not participate in the general election and for the Page 2 of 3 CODING: Words in struck through type are deletions from existing law; words underscored are additions.
