HOUSE BILL NO. 108

ELECTIONS/COMMISSIONERS:  Provides relative to the compensation of election
commissioners and commissioners-in-charge
1	AN ACT
2To amend and reenact R.S. 18:426.1(A) and 1309(J)(1), relative to the compensation of
3 election commissioners and commissioners-in-charge; to increase the compensation 
4 for election commissioners and commissioners-in-charge; and to provide for related
5 matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 18:426.1(A) and 1309(J)(1) are hereby amended and reenacted to
8read as follows: 
9 §426.1.  Election commissioners; compensation
10	A.  Each commissioner who serves at the polling place on election day shall
11 be paid according to the following:
12	(1)  A commissioner-in-charge shall receive two hundred fifty three hundred
13 dollars.
14	(2)  A commissioner-in-charge who serves at more than one precinct shall
15 receive three hundred fifty four hundred dollars.
16	(3)  A commissioner who has received a certificate of instruction, as provided
17 in R.S. 18:431(A), shall receive one hundred fifty dollars.
18	(4)  A commissioner who has received a certificate of instruction, as provided
19 in R.S. 18:431(B), shall receive two hundred fifty dollars.

1	(5)  An uncertified commissioner shall receive thirty-five eighty-five dollars.

3 §1309.  Early voting; verification
4	*          *          *
5	J.(1)  Upon approval of the secretary of state, a registrar of voters may utilize
6 commissioners selected and trained by the registrar of voters to assist the registrar
7 during the early voting period in the conduct of early voting by his office. A registrar
8 of voters shall, in seeking the approval of the secretary of state, indicate to the
9 secretary the number of commissioners that is required for such assistance. A
10 commissioner who assists the registrar in the conduct of early voting shall take an
11 oath of office as a deputy registrar for the early voting period and shall complete an
12 affidavit prepared by the secretary of state that contains the name, address, and last
13 four digits of the social security number of the early voting commissioner and an
14 acknowledgment that the law prohibits the disclosure of confidential voter
15 information listed in the precinct register or early voting list kept by the registrar.
16 The affidavit shall be retained in the office of the registrar of voters. A commissioner
17 who assists the registrar in the conduct of early voting shall be paid one hundred fifty
18 two hundred dollars for each day of such assistance. Commissioners shall also be
19 paid in accordance with R.S. 18:426.1(B), if applicable.

Abstract:  Increases the compensation of commissioners-in-charge and commissioners who
serve on election day and during early voting.
Present law  (R.S. 18:426.1) provides that each commissioner who serves at the polling place
on election day shall be paid according to the following:
(1)  A commissioner-in-charge shall receive $250.
(2)  A commissioner-in-charge who serves at more than one precinct shall receive $350.

(3)  A commissioner who has received a certificate of instruction for completion of a
general course of instruction for commissioners shall receive $100.
(4)  A commissioner who has received a certificate of instruction for completion of a
course of instruction for commissioners-in-charge, commissioners, and alternate
commissioners held after selection for service in an election shall receive $200.
(5)  An uncertified commissioner shall receive $35.
Proposed law increases the compensation for commissioners and commissioners-in-charge
who serve at the polling place on election day as follows:
(1)  A commissioner-in-charge shall receive $300.
(2)  A commissioner-in-charge who serves at more than one precinct shall receive $400.
(3)  A commissioner who has received a certificate of instruction for completion of a
general course of instruction for commissioners shall receive $150.
(4)  A commissioner who has received a certificate of instruction for completion of a
course of instruction for commissioners-in-charge, commissioners, and alternate
commissioners held after selection for service in an election shall receive $250.
(5)  An uncertified commissioner shall receive $85.
Present law (R.S. 18:1309) authorizes the registrar of voters, with the approval of the
secretary of state, to utilize commissioners selected and trained by the registrar of voters to
assist the registrar during the early voting period in the conduct of early voting.  Provides
that such commissioners shall receive $150 for each day of such assistance.
Proposed law increases the compensation for commissioners who serve during the early
voting period to $200 a day.
