HLS 24RS-434 ORIGINAL 2024 Regular Session HOUSE BILL NO. 345 BY REPRESENTATIVE BOYD MTR VEHICLE/LICEN PLATES: Requires a license plate on the front of a motor vehicle for identification purposes 1 AN ACT 2To amend and reenact R.S. 32:53(A)(3) and to enact R.S. 32:1(111), relative to display of 3 permanent registration license plates; to require front license plates to be displayed 4 on motor vehicles; to direct the office of motor vehicles to promulgate administrative 5 rules and regulations necessary to implement certain provisions of law; to direct the 6 Louisiana State Law Institute to make certain technical changes; and to provide for 7 related matters. 8Be it enacted by the Legislature of Louisiana: 9 Section 1. R.S. 32:53(A)(3) is hereby amended and reenacted and R.S. 32:1(111) is 10hereby enacted to read as follows: 11 §1. Proper equipment required on vehicles; display of plate 2 A. 3 * * * 4 (3) Every permanent registration license plate shall at all times be securely 5 fastened to the vehicle on both the front and the rear of the vehicle to which it is 6 assigned, so as to prevent the plate from swinging, and at a height not less than 7 twelve inches from the ground, measuring from the bottom of such plate, in a place 8 and position to be clearly visible, and shall be maintained free from foreign materials 9 and in a condition to be clearly legible. Unless authorized by the commissioner, a 10 person shall not apply a covering or any substance to the license plate or use an 11 electronic device or electrochromatic film that obscures from any angle the numbers, 12 characters, year registration sticker, or name of the jurisdiction issuing the plate. 13 * * * 14 Section 2. The Department of Public Safety and Corrections, office of motor 15vehicles, shall promulgate administrative rules and regulations as may be necessary to 16implement the provisions contained in this Act. 17 Section 3. The Louisiana State Law Institute is directed to alphabetize and renumber 18the terms defined in R.S. 32:1 as amended by the provisions of this Act. Adds a definition of "permanent registration license plate". Proposed law defines "permanent registration license plate" to include front and rear display of plates. Present law requires every permanent registration license plate to be securely fastened to the vehicle to which it is assigned and to be clearly visible and legible. Proposed law retains present law and adds a requirement that every permanent registration license plate be displayed on both the front and rear of the vehicle.
