HOUSE BILL NO. 350

1 AN ACT
2 To amend and reenact Section 1 of Act No. 160 of the 2017 Regular Session, relative to the
3 Grand Isle Port Commission; to provide relative to the use of certain state property
4 near Grand Isle for seafood research; to provide relative to the specification of the
5 boundaries and size of the areas in which the research will be conducted; to require
6 the port commission adhere to the Louisiana Wildlife and Fisheries Commission
7 rules and regulations; and to provide for related matters.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1. Section 1 of Act No. 160 of the 2017 Regular Session of the Legislature
10 is hereby amended and reenacted to read as follows:
11 Section 1. (A) The Grand Isle Port Commission may use, in accordance with
12 this Act, the following described state water bottoms, water columns, and water
13 surfaces above the specified sections of water bottoms:
14 (1) An area of approximately twenty-five and one-half acres in Caminada
15 Pass, Jefferson Parish, Louisiana, circumscribed by lines connecting the following
16 points (projection in North American datum, 1983):
17 (1) (a) The Northeast corner is located at 29 degrees, 13 minutes, 22.45
18 seconds, North, 90 degrees, 02 minutes, 22.46 seconds, West.
19 (2) (b) The Southeast corner is located at 29 degrees, 13 minutes, 12.95
20 seconds, North, 90 degrees, 02 minutes, 28.65 seconds, West.
21 (3) (c) The boundary shall then run northwest from the Southeast corner to
22 a point 29 degrees, 13 minutes, 14.69 seconds, North, 90 degrees, 02 minutes, 32.13
23 seconds, West.
24 (4) (d) The boundary shall then run southwest to a point 29 degrees, 13
25 minutes, 08.59 seconds, North, 90 degrees, 02 minutes, 36.09 seconds, West.
26 (5) (e) The Southwest corner is located at 29 degrees, 13 minutes, 10.53
27 seconds, North, 90 degrees, 02 minutes, 39.97 seconds, West.

3 (2) An area of approximately thirteen twenty-seven and one-half acres in
4 Bayou Rigaud, Jefferson Parish, Louisiana, circumscribed by lines connecting the
5 following points (projection in North American datum, 1983):
6 (1) (a) The Northeast corner is located at 29 degrees, 14 minutes, 27.52
7 seconds, North, 90 degrees, 01 minutes, 03.03 seconds, West.
8 (2) (b) The Southeast corner is located at 29 degrees, 14 minutes, 20.40
9 13.28 seconds, North, 90 degrees, 00 minutes, 55.54 48.03 seconds, West.
10 (3) (c) The Southwest corner is at 29 degrees, 14 minutes, 16.39 09.21
11 seconds, North, 90 degrees, 01 00 minutes, 00.65 53.08 seconds, West.
12 (4) (d) The Northwest corner is at 29 degrees, 14 minutes, 23.57 seconds,
13 North, 90 degrees, 01 minutes, 08.22 seconds, West.
14 (B) The port commission is authorized to use such water bottoms, water
15 columns, and water surfaces for the sole purpose of an off-bottom oyster
16 (Crassostrea Virginica virginica) culture project undertaken in cooperation with the
17 Louisiana Sea Grant program subject to approval of all state and federal agencies
18 with jurisdiction over activities conducted in connection with the project.
19 Notwithstanding the provisions of R.S. 56:431.2(A)(1), the port commission shall
20 adhere to the rules and regulations adopted by the Louisiana Wildlife and Fisheries
21 Commission governing alternative oyster culture activity.
