HOUSE BILL NO. 575
BY REPRESENTATIVE HUGHES
1	AN ACT
2 To amend and reenact Section 4(A) of Act No. 155 of the 1982 Regular Session of the
3 Legislature, relative to the Orleans Parish Communications District; to provide
4 relative to the district's board of commissioners; and to provide for related matters.
5	Notice of intention to introduce this Act has been published
6	as provided by Article III, Section 13 of the Constitution of
7	Louisiana.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1.  Section 4(A) of Act No. 155 of the 1982 Regular Session of the
10 Legislature is hereby amended and reenacted to read as follows:
11 Section 4.  Creation of district; jurisdiction; board of commissioners; powers
12	A.(1)  The Orleans Parish Communication District, comprised of the parish
13 of Orleans, is hereby created with territorial jurisdiction extending throughout the
14 parish of Orleans.  Its governing authority shall be a seven-member board of
15 commissioners, hereinafter referred to as the "commission."
16	(2)  The commission shall be composed of:
17	(a)  the The Troop B Commander of the Louisiana State Police,.
18 superintendent of state police.
19	(b)  the The Commandant of the Louisiana Army National Guard (Jackson
20 Barracks Unit),.
21	(c)  the The Superintendent of the New Orleans Police Department,.
22	(d)  the The Superintendent of the New Orleans Fire Department,.
23	(e)  the The Director of the New Orleans Health Department,.

1 the Director of the Office of Civil Defense for the City of New Orleans, the Assistant
2 Secretary of the Office of Charity Hospital in New Orleans, and two at large
3 members to be appointed by the mayor if needed to assure minority representation.
4	(f)  Two members of the Louisiana House of Representatives who are
5 members of the Orleans Delegation appointed by the Speaker of the House of
6 Representatives.
7	(g)  One member of the Louisiana Senate who is a member of the Orleans
8 Delegation appointed by the President of the Senate.
9	(h)  The director of the New Orleans Emergency Medical Services
10 Department.
11	(i)  Two at large members to be appointed by the president of the New
12 Orleans City Council with the advice and consent of the council.  The appointees
13 shall not be employees of or contractors for the city of New Orleans or the Orleans
14 Parish Communication District.
15	(j)  The director of the Office of Homeland Security and Emergency
16 Preparedness for the city of New Orleans.
17	(k)  The chief executive officer of University Medical Center of New
18 Orleans.
19	(l)  A representative of the Orleans Parish Medical Society appointed by the
20 governing authority of the society.
21	(3)  Each member except those appointed pursuant to Subparagraphs (2)(f),
22 (g), (i), and (l) of this Subsection may appoint and designate a person to serve in his
23 stead as member of the commission, which appointment shall not preclude the
24 appointing member from serving as a member in person, instead of through a person
25 so appointed.  After a person has been so appointed, the appointment may not be
26 revoked or changed until the appointing member has given the commission notice
27 of his intention to revoke or change the appointment by deposit of such notice by
28 certified mail in the United States mail system, at least ninety days prior to the
29 effectiveness of the revocation or change of appointment.  The commission may by

1 a majority vote increase the membership fo the commission by adding additional
2 agencies.
