HOUSE BILL NO. 680

PUBLIC PRINTING:  Provides for an alternate official journal of the state and alternate
official journals of political subdivisions
1	AN ACT
2To enact R.S. 43:81.1, 141.2, 171.1, and 201.2, relative to public printing; to provide relative
3 to the official journal of the state; to provide relative to official journals of parishes,
4 municipalities, school boards, and other political subdivisions; to authorize the
5 collection of fees; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 43:81.1, 141.2, 171.1, and 201.2 are hereby enacted to read as
8follows:
9 §81.1.  Alternate official journal
10	Notwithstanding any law to the contrary, any department or agency of state
11 government may use the secretary of state's website as its official journal for all
12 purposes provided for in this Chapter and in Article III, Section 19 of the
13 Constitution of Louisiana.  The secretary of state may charge a fee for publishing
14 information pursuant to this Section.

16 §141.2.  Alternate official journal
17	Notwithstanding the provisions of this Chapter, any parish, municipality, or
18 school board may use the official website of the clerk of court's office in the
19 respective parish as its official journal for all purposes provided for in this Chapter.

1 The clerk of court may charge a fee for publishing information pursuant to this

4 §171.1.  Alternate official journal
5	Notwithstanding the provisions of this Chapter, a political subdivision may
6 use  the official website of the clerk of court's office in the respective parish as its
7 official journal for all purposes provided for in this Chapter.  The clerk of court may
8 charge a fee for publishing information pursuant to this Section.

10 §201.2.  Alternate official journal
11	Notwithstanding the provisions of this Chapter, any publication pursuant to
12 this Chapter may be published on the official website of the clerk of court's office in
13 its respective parish.  The clerk of court may charge a fee for publishing information
14 pursuant to this Section.

Abstract: Provides relative to an alternate official journal for certain purposes.
Present law requires each parish, municipality, and school board to select a newspaper as its
official journal and to publish its minutes, ordinances, resolutions, budgets, and other official
proceedings in the official journal.  Also applies to other political subdivisions.
Present law requires that advertisements in relation to judicial or legal proceedings be
published in a newspaper meeting specified criteria.
Proposed law authorizes the official website of the clerk of court's office in the respective
parish to be used as the official journal for such purposes.  Authorizes the clerk of court's
office to charge for publishing information on its website.
Present law requires the state to select a newspaper as its official journal and to publish its
minutes, ordinances, resolutions, budgets, and other official proceedings in the official
journal.
Proposed law authorizes the secretary of state's website to be used as the official journal for
such purposes.  Authorizes the secretary of state to charge for publishing information on its
website.
