Digest of Bill as Finally Passed by Senate Proposed law provides for a statement of legislative intent. Present law provides that the crime of solicitation on an interstate highway is the intentional act of soliciting, begging, panhandling, or otherwise requesting anything of value on any interstate highway or on any entrance or exit ramp of an interstate highway. Proposed law prohibits the commission of this offense on any public right-of-way. Proposed law provides for a definition of "anything of value".
