ENROLLED 2024 Regular Session HOUSE CONCURRENT RESOL UTION NO. 112 BY REPRESENTATIVE PHELPS A CONCURRENT RESOL UTION To urge and request the Department of Transportation and Development to form a highly collaborative approach with political subdivisions regarding the status of projects in local areas including communication with state and city officials regarding entities reporting issues to promote the beautification of Louisiana. WHEREAS, local government is an essential part of our multi-tiered system of government in the United States; and WHEREAS, silos in government occur when state departments and agencies work independently and do not share information with local areas where projects are being completed; and WHEREAS, state government communication relative to projects occurring in local areas is essential to the functioning of every local governmental entity; and WHEREAS, lack of communication by the Department of Transportation and Development can lead to problems with local citizens being unaware of road changes and ultimately end in a lack of trust for state government; and WHEREAS, the lack of an equitable distribution of and access to information by local governmental subdivisions has prevented these entities from performing the functions of their offices effectively; and WHEREAS, the Department of Transportation and Development incorporating meaningful local government and public involvement in each stage of the transportation decision-making process and project lifecycles can only serve to enhance confidence in local projects; and Page 1 of 3 HCR NO. 112 ENROLLED WHEREAS, the Department of Transportation and Development needs to not only communicate internally with its staff but also with the relevant partners in the areas where projects are being undertaken; and WHEREAS, the Louisiana Highway Safety Commission partners and stakeholders recognize the need to coordinate activities and resources to achieve safer transportation outcomes as well as more informed process; and WHEREAS, ultimately, enhanced planning, which includes public meetings and gathering of input, will allow for informed decisions and ensure that information is being appropriately shared with the public; and WHEREAS, reporting the status of projects in local areas to local government leaders is the best way to keep governmental entities aligned and citizens in the loop during the execution of projects; and WHEREAS, the formation of the collaborative approach with political subdivisions and communication with state and city officials will allow local governments and state entities to work together in a cohesive way, all to the benefit of the projects being locally delivered, and will result in less inconvenience for the community; and WHEREAS, additionally advance notice of issues such as water line leaks and pavement around sewer lines results in less inconvenience to the community; and WHEREAS, to advance the beautification of public spaces, state and city officials shall collectively or independently communicate as necessary to efficiently report issues on private or public property to mitigate damages; and WHEREAS, city operations can sometimes need state government intervention to ensure problems are timely resolved; and WHEREAS, the formation of the collaborative approach and the inclusion of communication with state and city officials concerning reporting issues will allow local governments and state entities to work together in a cohesive way to benefit the delivery of projects and will simultaneously result in less inconvenience to the community. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Department of Transportation and Development to form a highly collaborative approach with political subdivisions regarding the status of projects in their Page 2 of 3 HCR NO. 112 ENROLLED areas including communication with state and city officials regarding entities reporting issues to promote the beautification of Louisiana. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the secretary of the Department of Transportation and Development.
