HOUSE CONCURRENT RESOL UTION NO. 119
BY REPRESENTATIVE EGAN
MENTAL HEALTH:  Directs the Louisiana Department of Health to evaluate the current
standards for psychiatric hospitals and residential substance abuse facilities and
make recommendations to the legislature
1	A CONCURRENT RESOL UTION
2To direct the Louisiana Department of Health to evaluate the current standards for
3 psychiatric hospitals and residential substance abuse facilities and make
4 recommendations to the legislature for new or revised standards to improve health
5 outcomes and increase accountability.
6 WHEREAS, it is the duty of the Louisiana Department of Health to protect and
7promote overall health care and ensure access to medical, preventive, and rehabilitative
8services for all citizens of this state; and 
9 WHEREAS, there has been an increase of Louisiana residents with mental health and
10substance abuse issues; and 
11 WHEREAS, the Louisiana Department of Health and its office of behavioral health
12have implemented various initiatives over the past few years to address mental health issues
13and substance abuse concerns in this state; and
14 WHEREAS, as a result of its efforts, overall improvement of psychiatric hospitals
15and residential substance abuse facilities statewide has become a top priority; and 
16 WHEREAS, promoting efficiency and productivity of psychiatric hospitals and
17residential substance abuse facilities within the healthcare system is vital to the improvement
18and overall welfare of the residents in this state; and 
19 WHEREAS, the state legislature looks to the Louisiana Department of Health to
20explore potential value-based financial incentives for Medicaid-enrolled psychiatric
21hospitals that sustain or exceed quality of care criteria.

1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
2direct the Louisiana Department of Health to evaluate the current standards for psychiatric
3hospitals and residential substance abuse facilities and make recommendations to the
4legislature for new or revised standards to improve health outcomes and increase
5accountability.
6 BE IT FURTHER RESOLVED that the Louisiana Department of Health shall
7conduct a review and evaluation of the existing standards for psychiatric hospitals and
8residential substance abuse facilities in this state and submit a written report of its findings
9to the House and Senate committees on health and welfare by March 31, 2025.
10 BE IT FURTHER RESOLVED that the report shall contain recommendations for
11accreditation requirements for psychiatric hospitals and residential substance abuse facilities
12in this state.
13 BE IT FURTHER RESOLVED that the Louisiana Department of Health shall
14explore potential value-based financial incentives for Medicaid-enrolled psychiatric
15hospitals that sustain or exceed quality of care criteria. 
16 BE IT FURTHER RESOLVED that data, information, and recommendations on such
17potential value-based financial incentives and quality of care criteria shall be included in the
18report. 
19 BE IT FURTHER RESOLVED that the Louisiana Department of Health may consult
20with any agency, department, board, commission, accreditation organization, or other
21healthcare group or association to conduct its review and evaluation in preparation of its
22report. 
23 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
24secretary of the Louisiana Department of Health.
