HOUSE RESOLUTION NO. 260
BY REPRESENTATIVE BAYHAM
A RESOLUTION
To urge and request the Port of New Orleans to hold town hall meetings in each St. Bernard
Parish Council district regarding the proposed Louisiana International Terminal.
WHEREAS, the Port of New Orleans is seeking to invest $1.9 billion in a new
container terminal project to be known as the Louisiana International Terminal; and
WHEREAS, according to the Port of New Orleans the proposed terminal would serve
vessels of all sizes; and
WHEREAS, the proposed Louisiana International Terminal will impact every part
of the entire St. Bernard community; and
WHEREAS, the proposed Louisiana International Terminal may affect the Orleans
parish and Plaquemines parish communities as well; and
WHEREAS, the effects on the local communities and the infrastructure needs
associated with the Louisiana International Terminal are matters of great public interest; and
WHEREAS, local residents have concerns related to maritime vessel safety, which
are especially relevant based on the recent barge collision incidents at Galveston Bay in
Texas and at the Patapsco River in Baltimore that are indicative of the types of catastrophic
scenarios that could potentially occur in the vicinity of the Louisiana International Terminal;
and
WHEREAS, the people in the impacted communities deserve an opportunity to give
testimony and be presented with information about the Louisiana International Terminal
prior to its construction in their vicinity.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby urge and request the Port of New Orleans to hold town
hall meetings in each St. Bernard Parish Council district to engage the residents within a
twenty day period by September 30, 2024.

BE IT FURTHER RESOLVED that the Port of New Orleans should consider the
input received by the residents in the area of the proposed Louisiana International Terminal.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
board of commissioners of the Port of New Orleans and the president of the Port of New
Orleans.
