HOUSE RESOLUTION NO. 262

A RESOLUTION
To urge and request the Louisiana Department of Health to work with the Louisiana State
Board of Medical Examiners to study and make recommendations to establish a
more efficient process for licensing nondiagnostic technicians. 
WHEREAS, the clinical need for plasma-derived therapies has been steadily
increasing for many years; and 
WHEREAS, plasma-derived medicines are often the only therapies for many rare and
chronic diseases; and 
WHEREAS, there have been reports of patients having difficulty accessing two
plasma-derived therapies, albumin and immune globulin, in the last decade; and 
WHEREAS, plasma donation center donors provide the source plasma needed to
manufacture plasma-derived therapies to treat several chronic, rare conditions; and
WHEREAS, source plasma donation centers employ thousands of Louisiana
residents and provide millions of dollars to local economies through wages, taxes, and donor
fees; and
WHEREAS, source plasma donation centers provide excellent opportunities for
entry-level jobs for high school graduates; and 
WHEREAS, there are more than twenty source plasma donation centers in this state;
and
WHEREAS, employment of nondiagnostic technicians is critical to ensuring safe
source plasma donations; and
WHEREAS, Louisiana has established licensing requirements for individual
technicians unlike other states that establish licensing requirements at the clinic level; and

WHEREAS, background checks are required as a part of the licensing of
nondiagnostic technicians; and
WHEREAS, improving the efficiency of licensing employees of source plasma
donation centers could more readily provide more access to source plasma and potential
employment opportunities.
THEREFORE, BE IT RESOLVED that the House of Representatives of the 
Legislature of Louisiana does hereby urge and request the Louisiana Department of Health
to work with the Louisiana State Board of Medical Examiners to study and make
recommendations to establish a more efficient process for licensing nondiagnostic
technicians, which will benefit Louisiana residents who rely on plasma-derived therapies. 
BE IT FURTHER RESOLVED that the recommendations requested in this
Resolution shall be submitted in the form of a written report to the House Committee on
Health and Welfare by February 1, 2025.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Louisiana Department of Health and the executive director of the Louisiana
State Board of Medical Examiners.
