HOUSE RESOLUTION NO. 294

A RESOLUTION
To create a subcommittee to be comprised of members of the House Committee on
Commerce to study the makeup of the current music industry ecosystem of this state
and the impact on the state's economy and to make recommendations for policy and
legislative changes on or before February 1, 2025, that will incentivize the
development of an indigenous self-supporting industry.
WHEREAS, music is one of Louisiana's greatest resources; and 
WHEREAS, Louisiana is the birthplace of many of the world's unique musical styles,
such as jazz, blues, zydeco, swamp pop, rock and roll, gospel, country, bounce, rhythm and
blues, and Cajun music; and 
WHEREAS, the music industry in this state is an economic driver contributing one 
billion, two hundred million dollars to the state's gross domestic product and employs over
thirty thousand Louisiana residents; and 
WHEREAS, the music industry in this state has not been fully recognized as a true
industry akin to the food, tourism, agriculture, and manufacturing of this state; and 
WHEREAS, tourism is one of the largest industries in this state and music is
regarded as one of the primary tourist attractions; and 
WHEREAS, this state has numerous postsecondary education institutions devoted
to educating future music creators and music industry professionals; and 
WHEREAS,  it is vital for current and future music creators and for the economy of
this state to incentivize growth in the music industry support system of this state, within
which music industry careers are developed; and

THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby establish and provide for a subcommittee of the House
Committee on Commerce to review the state's incentive laws for music and live performance
industries, to study the makeup of the state's current music industry ecosystem and the
impact on the state's economy, and to make recommendations for policy and legislative
changes on or before February 1, 2025, that will incentivize the development of an
indigenous self-supporting industry.
BE IT FURTHER RESOLVED that the chairman of the House Committee on
Commerce or his designee shall serve as chairman of the subcommittee at its initial meeting
to be held on or  before September 15, 2024, and that the subcommittee will host a minimum
of five meetings.
BE IT FURTHER RESOLVED that the committee shall hold public hearings to
receive testimony from any interested party and shall specifically solicit advice and guidance
from music industry professionals.
BE IT FURTHER RESOLVED that on or before March 1, 2025, the subcommittee
established by this Resolution shall submit to the House of Representatives a written report
of its findings and recommendations.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Economic Development.
