2024 Regular Session ENROLLED SENATE BILL NO. 192 BY SENATOR BARROW 1 AN ACT 2 To amend and reenact the introductory paragraph of R.S. 17:3396.4(A) and 3396.4(A)(4) 3 through (6) and (B) and R.S. 51:1057(B)(24) and (30), (D)(4), and (H), to enact R.S. 4 17:3396.4(A)(7) and (8), and to repeal R.S. 51:1057(B)(13) and (14), (17), (23), (25), 5 and (29), relative to certain boards and commissions; to provide for the Empowering 6 Families to Live Well Louisiana Council; to provide for membership of the council; 7 to provide for the duties and functions of the council; to provide relative to the 8 Research Park Corporation; to provide for membership and terms of the commission; 9 and to provide for related matters. 10 Be it enacted by the Legislature of Louisiana: 11 Section 1. The introductory paragraph of R.S. 17:3396.4(A) and 3396.4(A)(4) 12 through (6) and (B) are hereby amended and reenacted and R.S. 17:3396.4(A)(7) and (8) are 13 hereby enacted to read as follows: 14 §3396.4. Membership of board of directors; vacancies; compensation; expenses; 15 executive committee 16 A. The corporation shall be managed by a board of directors consisting of not 17 less than nine seven and not more than twelve nine members. The following 18 individuals shall serve on the board of directors: 19 * * * 20 (4) The designee of the secretary of the Department of Economic 21 Development Small and Emerging Business Development Program designated 22 by the secretary. 23 (5) One member selected by the Economic Freedom Association The 24 designee of the chancellor of the Baton Rouge Community College. 25 (6) The designee of the state senator for Senate District 15. 26 (7) The designee of the state representative for House District 61. 27 (6)(8) In addition, the board members designated in Paragraphs (1) through Page 1 of 3 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 192 ENROLLED 1 (5) of this Subsection shall elect at least four one but not more than seven two 2 individuals to represent the business sector to serve on the board of directors. Any 3 vacancy occurring among the elected members shall be filled in accordance with the 4 bylaws of the corporation. 5 B. Board members serving by virtue of their appointive or elected offices 6 shall serve during the time that they are elected or appointed to their respective 7 offices. Initial terms of the elected members designated in Paragraph (A)(6) of this 8 Section shall be three two years. Elected members may succeed themselves if 9 reelected for an additional two years. 10 * * * 11 Section 2. R.S. 51:1057(B)(24) and (30), (D)(4), and (H) are hereby amended and 12 reenacted to read as follows: 13 §1057. Empowering Families to Live Well Louisiana Council and implementation 14 plan 15 * * * 16 B. The council shall be composed of the following members: 17 * * * 18 (24) The executive director of the Louisiana Budget Project Invest in 19 Louisiana, or designee. 20 * * * 21 (30) Three One at-large members member appointed by the governor. 22 * * * 23 D. * * * 24 (4) The council shall convene no less than six times per year meet at least 25 once each quarter. 26 * * * 27 H. The council shall submit an implementation plan to the Senate Committee 28 on Health and Welfare and the House Committee on Health and Welfare, meeting 29 jointly, for approval by June 30, 2019 2026. The plan shall include administrative 30 and legislative policy recommendations. R.S. 51:1057(B)(13) and (14), (17), (23), (25), and (29) are hereby 4 repealed. 5 Section 4. The Louisiana State Law Institute is hereby authorized and directed to 6 renumber the council members provided in R.S. 51:1057(B). 7 Section 5. This Act shall become effective upon signature by the governor or, if not 8 signed by the governor, upon expiration of the time for bills to become law without signature 9 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 10 vetoed by the governor and subsequently approved by the legislature, this Act shall become 11 effective on the day following such approval.
