1 AN ACT
2 To amend and reenact R.S. 36:508.3(A)(1) and to enact R.S. 48:80, relative to vertiports; to
3 provide relative to multimodal commerce; to provide for the Louisiana Vertiport
4 Development Fund; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 36:508.3(A)(1) is hereby amended and reenacted to read as follows:
7 §508.3. Office of multimodal commerce; functions; commissioner; deputy
8 commissioner; powers and duties
9 A.(1) There is hereby created within the Department of Transportation and
10 Development, the office of multimodal commerce, which shall administer the
11 planning and programming functions of the department related to strategic and
12 intermodal issues, aviation including vertiports, commercial trucking, intercity
13 public mass transit, railroad expansion and development, port and water
14 transportation systems, and related matters, and any other special programs as may
15 be directed by the governor.

17 Section 2. R.S. 48:80 is hereby enacted to read as follows:
18 §80. Louisiana Vertiport Development Fund
19 A. There is hereby created in the state treasury, as a special fund, the
20 Louisiana Vertiport Development Fund, hereinafter referred to in this Section
21 as the "fund". The fund shall consist of any monies appropriated by the
22 legislature and any grants, gifts, or donations received by the state for purposes
23 of this Section. Monies appropriated or transferred to the fund shall be
24 deposited by the state treasurer after compliance with the provisions of Article
25 VII, Section 9(B) of the Constitution of Louisiana. Monies in the fund shall be
26 invested by the treasurer in the same manner as the state general fund monies.
27 Interest earned on monies in the fund shall be credited to the fund. All

1 unexpended and unencumbered monies and earnings remaining in the fund at
2 the end of the fiscal year shall remain in the fund.
3 B. The monies in the fund shall be administered by the Department of
4 Transportation and Development and shall be used exclusively to fund the
5 statewide development of vertiports. The Department of Transportation and
6 Development shall develop regulations and guidelines for the distribution and
7 allocation of any monies appropriated to the department pursuant to this
8 Section.
