2024 Regular Session ENROLLED SENATE BILL NO. 325 BY SENATOR EDMONDS 1 AN ACT 2 To enact R.S. 40:1061.31, relative to a diagnosis of a fetal abnormality; to provide that 3 certain disclosure documents be made available to women who are pregnant mothers 4 who have received a diagnosis of a fetal abnormality; to provide for information on 5 fetal abnormalities; to provide for written statements; to provide for information 6 regarding financial assistance; and to provide for related matters. 7 Be it enacted by the Legislature of Louisiana: 8 Section 1. R.S. 40:1061.31 is hereby enacted to read as follows: 9 ยง1061.31. Compatible with Love Empowerment Act 10 A. No more than seventy-two hours after a pregnant woman is informed 11 that her unborn child has a fetal abnormality diagnosis, the healthcare provider 12 who gave the diagnosis shall provide to the woman an informational document 13 that includes resources, programs, and services for pregnant women and 14 resources, programs, and services for infants and children born with 15 disabilities. 16 B. The Louisiana Department of Health shall develop an informational 17 document to comply with the mandate established in this Section to include 18 resources, programs, and services for a pregnant woman whose unborn child 19 has been diagnosed with a fetal abnormality and resources, programs, and 20 services for infants and children born with disabilities and shall make such 21 information available to any requesting provider of women's health care 22 services and shall maintain the information on a link on the department's 23 website. The information shall include the availability of perinatal hospice and 24 pallative care and pediatric hospice and palliative care services located in ACT No. 332 Page 1 of 2 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 325 ENROLLED 1 Louisiana, non-profit organizations that provide support to women who carry 2 a child to term in these situations, and mental health services in Louisiana to 3 support the mother and father of the child. The informational document 4 provided for in this Section may be merged with the informational document 5 mandated by R.S. 40:1061.1.4. 6 C. The provisions set forth in Subsection B of this Section shall include 7 specific instructions on how and where families of children with disabilities may 8 apply for financial assistance and financial benefits made available via the 9 Medicaid program in this state and similar programs. 10 Section 2. This Act shall be known and may be cited as "The Compatible with Love 11 Empowerment Act".
