SENATE BILL NO. 354

ROADS/HIGHWAYS. Provides for increased signage and penalties for driving in left lane
on the state highways. (8/1/24)
1	AN ACT
2 To amend and reenact R.S. 32:71(B)(2) and (D), relative to the use of signage to enforce
3 traffic regulations; to provide for signs on Louisiana Highways; to provide for an
4 increased penalty fee for violation; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 32:71(B)(2) and (D) are hereby amended and reenacted to read as
7 follows:

11	(2) In addition to the requirement of Paragraph 1 hereof of this Subsection,
12 any vehicle proceeding on a multilane highway at a speed slower than ten miles per
13 hour less than the posted maximum speed limit shall be driven in the right hand lane
14 then available for traffic, or as close as practicable to the right hand curb or edge of
15 the roadway, except when overtaking and passing a vehicle proceeding in the same
16 direction or when preparing for a left turn at an intersection or into a private road or
17 driveway. Persons in violation of this Paragraph shall be punished by a fine of not

1 more than one two hundred dollars, or by imprisonment for not more than thirty
2 days, or both.
3	D. The Department of Transportation and Development is directed to place
4 "Slower traffic keep right - Fines Enforced" signs at equally spaced intervals
5 on multilane highways in locations where there is a high incidence of traffic
6 citations due to violations of this Section, in an effort to make motorists aware of
7 the provisions provided for in this Section. Signage required by this Subsection
8 shall be erected no later than January 1, 2026.

Present law provides for DOTD to place signs on multilane highways.
Proposed law retains present law and further requires DOTD to place signs at equally spaced
intervals with specific information.
Present law provides for a fine of $100.
Proposed law increases the fine to $200.
Proposed law provides for an implementation date for erecting a signage.
Effective August 1, 2024.
