SENATE BILL NO. 365

1	AN ACT
2 To amend and reenact R.S. 25:799(A)(2)(a), (I)(4) and (J)(1) and to enact R.S. 25:799(E)(4),
3 (G)(16) and (17), and (K)(1)(c) and (3), relative to the French Quarter Management
4 District in Orleans Parish; to provide relative to the purpose, powers, and governance
5 of the district; to provide with respect to the functions of the district; to provide for
6 an effective date; and to provide for related matters.
7	Notice of intention to introduce this Act has been published.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 25:799(A)(2)(a), (I)(4), and (J)(1) are hereby amended and reenacted
10 and R.S. 25:799(E)(4), (G)(16) and (17), and (K)(1)(c) and (3) are hereby enacted to read
11 as follows:
12 ยง799. Creation of the French Quarter Management District
13	A.	*          *          *
14	(2) The district is created to provide the following functions:
15	(a) Enhancing public safety, reducing homelessness, infrastructure
16 improvements, and sanitation within the district by financing supplemental safety
17 and sanitation services as the board deems appropriate.

19	E.(1) *          *          *
20	(4) Any additional security patrols, public or private, or any other
21 security or other services or betterments provided by the district shall be
22 supplemental to existing personnel and services to be provided in the district by
23 the state or the city of New Orleans or their departments or agencies, or by
24 other political subdivisions.

1 objects, and powers of the district are the following within the district:

3	(16) Enhancing and providing dedicated public safety, reducing
4 homelessness, infrastructure enhancement, and sanitation within the district by
5 financing supplemental safety and sanitation services.
6	(17) Providing supplemental resources for the enforcement of laws and
7 regulations that relate to the quality of life for tourists and visitors within the
8 district.

10	I. Subdistricts. The district shall consist of four subdistricts: the Vieux Carre,
11 the Iberville Corridor, the Treme, and the Faubourg Marigny.

13	(4) The Faubourg Marigny subdistrict shall be comprised of the area of the
14 district lying within the following boundaries: the Mississippi River, the center line
15 of Esplanade Avenue, the center line of North Rampart Street, the rear property line
16 of the properties fronting on the down river side of Esplanade Avenue to the
17 Mississippi River., the Frenchmen Street corridor beginning with the
18 intersection at the center line of Esplanade Avenue and ending at Royal Street,
19 comprising the 400 block through 600 block of Frenchmen Street.
20	J. Budget. (1) The board of commissioners shall adopt an annual budget in
21 accordance with the Local Government Budget Act, R.S. 39:1301. No less than
22 fifteen percent of the annual budget shall be dedicated to public safety, reducing
23 homelessness, and infrastructure enhancements.

25	K. Miscellaneous. (1) To the extent not prohibited by applicable law, the
26 district may:

28	(c) Utilize the city of New Orleans, as well as contract with other entities,
29 for purposes of procuring services for the district.

1	(3) The district may procure by informal bid a public work with a value
2 of one hundred fifty thousand dollars or less.
3 Section 2. This Act shall become effective upon signature by the governor or, if not
4 signed by the governor, upon expiration of the time for bills to become law without signature
5 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
6 vetoed by the governor and subsequently approved by the legislature, this Act shall become
7 effective on the day following such approval.
