SENATE BILL NO. 433

EDUCATION DEPARTMENT. Requires the Dept. of Education to establish an online Early
Childhood Education Data Dashboard. (8/1/24)
1	AN ACT
2 To enact Part X-G of Chapter 1 of Title 17 of the Louisiana Revised Statutes of 1950, to be
3 comprised of R.S. 17:407.111, relative to early childhood education; to require the
4 department to collect and display certain data on its website; to provide an
5 implementation date; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. Part X-G of Chapter 1 of Title 17 of the Louisiana Revised Statutes of
8 1950, comprised of R.S. 17:407.111, is hereby enacted to read as follows:
9 PART X-G. EARLY CHILDHOOD EDUCATION DATA DASHBOARD
10 ยง407.111. Early Childhood Education Data Dashboard; establishment
11	A. The state Department of Education shall establish an online Early
12 Childhood Education Data Dashboard that shall be used to collect and display
13 the data provided in Subsection B of this Section. The dashboard shall be
14 accessible in a user friendly format on the state Department of Education's
15 website.
16	B.(1) The dashboard shall collect, update quarterly, and display the
17 following information:

1	(a) The number of children enrolled in each publicly funded early care
2 and education program, including the Child Care Assistance Program, the B-3
3 Program, the Cecil J. Picard LA 4 Early Childhood Program, the Early Head
4 Start Program, the Head Start Program, and the Nonpublic School Early
5 Childhood Development Program, that shall be arranged in the following
6 categories:
7	(i) Child care provider type.
8	(ii) Parish location of provider.
9	(iii) Age of children.
10	(iv) Number of children on waitlists for any publicly funded program.
11	(b) The status of Child Care Assistance Program applications, including
12 the number of applications approved and rejected with an explanation of each
13 status, and if applicable, the total number of families on the waitlist.
14	(c) The number of children served in publicly funded early care and
15 education programs compared to the number of estimated overall in-need
16 population.
17	(d) The attrition rate of children being unenrolled from publicly funded
18 programs arranged by children who aged out or failed redetermination which
19 shall also be categorized by percentage of the reasons for failing
20 redetermination.
21	(e) The funding information for each publicly funded program,
22 including:
23	(i) Total appropriation by funding source each fiscal year.
24	(ii) Funded enrollment.
25	(iii) Current reimbursement rates per child by age, provider type, and
26 type of care.
27	(f) The number of children enrolled in Type I, Type II, and Type III
28 licensed early learning centers, arranged by parish.
29	(g) The quality rating or performance profile data for each provider and

1 aggregated to show parish-wide and statewide quality trends over time.
2	(h) Any other data the State Board of Elementary and Secondary
3 Education, the state Department of Education, or the Advisory Council on
4 Early Childhood Care and Education deems necessary.
5	(2) The department shall provide an analysis of the data collected
6 quarterly to the Advisory Council on Early Childhood Care and Education and
7 the State Board of Elementary and Secondary Education.
8	C. The state Department of Education shall:
9	(1) Develop all procedures and formats for the defining and reporting of
10 all data and statistical components and annually review them.
11	(2) Perform the statistical analysis necessary to aggregate the reported
12 data.
13	(3) Coordinate all existing and new data collection efforts so as to
14 minimize paperwork at the school and school system level.
15	D. The State Board of Elementary and Secondary Education, with input
16 and guidance from the Advisory Council on Early Childhood Care and
17 Education, shall provide oversight of the dashboard by reviewing and
18 approving, modifying, or rejecting the data collection system created by the
19 state Department of Education pursuant to this Section.
20	E. The dashboard shall be fully implemented and publicly accessible no
21 later than August 1, 2026.

Proposed law requires the state Dept. of Education (department) to establish an online Early
Childhood Education Data Dashboard to be used to collect and display certain data. Requires
that the dashboard be accessible in a user friendly format on the department's website.
Proposed law requires that the dashboard contain the following information that shall be
collected and updated on a quarterly basis:
(1)The number of children enrolled in each publicly funded early care and education

program arranged by child care provider type, parish location of provider, age of
children, and number of children on waitlists.
(2)The status of Child Care Assistance Program applications, including the number of
applications approved and rejected with an explanation of each status, and if
applicable, the total number of families on the waitlist.
(3)The number of children served in publicly funded early care and education programs
compared to the number of estimated overall in-need population.
(4)The attrition rate of children being unenrolled from publicly funded programs

(8)Any other data the State Board of Elementary and Secondary Education (BESE), the
department, or the Advisory Council on Early Childhood Care and Education
(council) deems necessary.
Proposed law requires the department to provide an analysis of the data collected quarterly
to BESE and the council.
Proposed law requires the department to:
(1)Develop all procedures and formats for the defining and reporting of all data and
statistical components and annually review them.
(2)Perform the statistical analysis necessary to aggregate the reported data.
(3)Coordinate all existing and new data collection efforts so as to minimize paperwork
at the school and school system level.
Proposed law provides that BESE, with input and guidance from the council, shall provide
oversight of the dashboard by reviewing and approving, modifying, or rejecting the data
collection system created by the department pursuant to proposed law.
Proposed law requires the dashboard to be fully implemented and publicly accessible no
later than August 1, 2026.
Effective August 1, 2024.
