SENATE BILL NO. 71

1	AN ACT
2 To authorize and provide for the transfer of certain state property; to authorize the transfer
3 of certain state property in Allen Parish and East Baton Rouge Parish; to provide for
4 the property description; to provide for reservation of mineral rights; to provide
5 terms and conditions; to provide for an effective date; and to provide for related
6 matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1. The commissioner of administration and the secretary of the Department
9 of Public Safety and Corrections, notwithstanding any other provision of law to the contrary,
10 are hereby authorized and empowered to convey, transfer, assign, lease, or deliver any
11 interest the state may have to all or any portion of the following described parcel of property
12 to the Allen Parish Police Jury:
13	A portion of the Allen Correctional Center (OSL Site Code 5-02-008), being
14	situated in Sections 5 and 8, Township 6 South, Range 4 West, Allen Parish,
15	Louisiana, said portion estimated to contain approximately 160 acres.
16 Section 2. The commissioner of administration and the secretary of the Department
17 of Public Safety and Corrections are hereby authorized to enter into such agreements,
18 covenants, conditions, and stipulations and to execute such documents as necessary to
19 properly effectuate any conveyance, transfer, assignment, lease, or delivery of title to the
20 property described in Section 1, and as more specifically described in any such agreements
21 entered into and documents executed by and between the parties.
22 Section 3. The commissioner of administration and the president of Southern
23 University and Agricultural and Mechanical College, notwithstanding any other provision
24 of law to the contrary, are hereby authorized and empowered to convey, transfer, assign,
25 lease, or deliver any interest the state may have to all or any portion of the following
26 described parcel of property in East Baton Rouge Parish to the Southern University System
27 Foundation:

1	A CERTAIN LOT OR PORTION OF GROUND, together with all the
2 buildings and improvements thereon, situated in the Parish of East Baton Rouge,
3 State of Louisiana in that subdivision thereof known as SOUTHERN HEIGHTS, and
4 being more particularly described according to the official map of said subdivision
5 on file and of record in the office of the Clerk and Recorder for said Parish and State
6 of LOT NUMBER THIRTY-SIX (36) said subdivision, said lot having such
7 measurements and dimensions as are shown on the official recorded subdivision
8 map.
9 Section 4. The commissioner of administration and the president of Southern
10 University and Agricultural and Mechanical College are hereby authorized to enter into such
11 agreements, covenants, conditions, and stipulations and to execute such documents as
12 necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
13 title to the property described in Section 3, and as more specifically described in any such
14 agreements entered into and documents executed by and between the parties.
15 Section 5. This Act shall become effective upon signature by the governor or, if not
16 signed by the governor, upon expiration of the time for bills to become law without signature
17 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
18 vetoed by the governor and subsequently approved by the legislature, this Act shall become
19 effective on the day following such approval.
