SLS 24RS-879 ENGROSSED 2024 Regular Session SENATE CONCURRENT RESOL UTION NO. 32 BY SENATOR FOIL PUBLIC SFTY/CORRECT DEPT. Requests the Department of Public Safety and Corrections to publish certain prison population data on its website. 1 A CONCURRENT RESOL UTION 2 To urge and request the Department of Public Safety and Corrections to allow public 3 download of the monthly Report of the Offender Census at Local Correctional 4 Facilities and the underlying census data used to populate the informational 5 dashboards presented on the department's website in a downloadable Microsoft Excel 6 format. 7 WHEREAS, the Department of Public Safety and Corrections actively gathers census 8 data relating to Louisiana's prison population; and 9 WHEREAS, the department uses the gathered census data to compile the Report of 10 the Offender Census at Local Correctional Facilities monthly; and 11 WHEREAS, the Report of the Offender Census at Local Correctional Facilities 12 contains data relating to the number of persons housed in local facilities managed by parish 13 and municipal governments; and 14 WHEREAS, the Report of the Offender Census at Local Correctional Facilities 15 contains data relating to the number of persons being housed by the department on behalf 16 of other agencies including United States Immigration and Customs Enforcement, the United 17 States Marshals Service, persons sentenced to parish prisons, and pre-trial detainees in 18 facilities operated by the department and in local facilities managed by parish and municipal Page 1 of 3 SCR NO. 32 SLS 24RS-879 ENGROSSED 1 governments; and 2 WHEREAS, the department maintains a publicly available website; and 3 WHEREAS, the department uses the gathered census data to populate multiple 4 informational dashboards on its website; and 5 WHEREAS, the department has the ability to allow visitors to its website to 6 download the data used to generate both the Report of the Offender Census at Local 7 Correctional Facilities and the informational dashboards from the website in Microsoft 8 Excel format; and 9 WHEREAS, the information contained in both the monthly Report of the Offender 10 Census at Local Correctional Facilities and the data presented on the department's website 11 is public record; and 12 WHEREAS, the department already provides the data used to generate both the 13 Report of the Offender Census at Local Correctional Facilities and the informational 14 dashboards in response to public records requests. 15 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 16 urge and request the Department of Public Safety and Corrections to publish the census data 17 used to generate both the Report of the Offender Census at Local Correctional Facilities and 18 the informational dashboards on the department's website as downloadable files in Microsoft 19 Excel format. 20 BE IT FURTHER RESOLVED that, if available, the data used to generate the Report 21 of the Offender Census at Local Correctional Facilities include a breakdown of the number 22 of persons housed on behalf of other agencies, including United States Immigration and 23 Customs Enforcement, the United States Marshals Service, persons sentenced to parish 24 prisons, and pre-trial detainees. 25 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 26 James M.
