2024 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 37 BY SENATORS STINE, ABRAHAM AND REESE AND REPRESENTATIVES BOURRIAQUE, CARRIER, WILFORD CARTER, FARNUM, GEYMANN, ROMERO AND TARVER A CONCURRENT RESOL UTION To commend and congratulate Richard "Dick" Gremillion Sr., director of the Calcasieu Parish Office of Homeland Security and Emergency Preparedness, on the occasion of his retirement. WHEREAS, Dick Gremillion, a native of Alexandria, Louisiana, has been a resident of Lake Charles since 1989, residing with his wife Fay Lou, a retired district supervisor for the Louisiana Office of Vocational & Rehabilitation, and their children, Richard Jr. and Andy; and WHEREAS, Mr. Gremillion's educational journey includes graduating from Alexandria Senior High School in 1972, and earning a Bachelor of Science in Business Administration from Northwestern State University in 1976, laying a strong foundation for his career in emergency management and risk management; and WHEREAS, Mr. Gremillion has distinguished himself as a certified Louisiana emergency manager and a professional member of the Louisiana Homeland Security and Emergency Preparedness Director's Association, amassing an impressive forty-seven years of experience in risk management, including thirteen years as a claims supervisor with USF&G Insurance Co.; and WHEREAS, Mr. Gremillion's commitment to professional development and service is evident through his active memberships in numerous organizations, including but not limited to the International Association of Emergency Managers (IAEM), the National Emergency Managers Association (NEMA), the Louisiana Emergency Preparedness Association (LEPA), and the National Fire Protection Association (NFPA), among many others, showcasing his dedication to staying at the forefront of emergency preparedness and management practices; and Page 1 of 2 SCR NO. 37 ENROLLED WHEREAS, Mr. Gremillion's impact extends beyond his professional affiliations, as he has served as a POST-certified reserve deputy with the Calcasieu Parish Sheriff's Office, contributed to the Louisiana Interoperability Executive Committee, and played key roles in regional and national committees focused on emergency response, communications planning, and homeland security, demonstrating his multi-faceted approach to ensuring public safety and resilience; and WHEREAS, in addition to his regular duties, in 1999, Mr. Gremillion was also named director of the Calcasieu Emergency Response Fire Training Center which provides emergency responders nationally recognized certification in fire, rescue, and hazardous materials training; and WHEREAS, Mr. Gremillion's tenure with the Calcasieu Parish Police Jury since 1993, has been marked by unwavering dedication, leadership, and innovation in enhancing emergency preparedness and response capabilities, earning him the respect and admiration of colleagues and constituents alike; and WHEREAS, after a nearly fifty-year career, Dick Gremillion is retiring to spend more time with his wife, Fay Lou, their children, Richard Jr. (Kayla) and Andy (Courtney), and their grandchildren, Townes Marlowe and Charlie. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend and congratulate Richard "Dick" Gremillion Sr., director of the Calcasieu Parish Office of Homeland Security and Emergency Preparedness, on the occasion of his well- deserved retirement and wish him only the best in the next chapter of his life.
