SENATE RESOLUTION NO. 140
BY SENATOR CONNICK 
A RESOLUTION
To request the Department of Transportation and Development to perform a cost-benefit
analysis on merging the Lafitte Area Independent Levee District with the Southeast
Louisiana Flood Protection Authority-West.
WHEREAS, the Southeast Louisiana Flood Protection Authority-West
(SLFPA-West) is one of two levee authorities serving metropolitan New Orleans; and
WHEREAS, SLFPA-West provides flood protection for the most populated areas on
the west bank of the Mississippi River in Jefferson and Orleans Parishes by building,
operating, and maintaining flood control systems; and
WHEREAS, the jurisdiction of the SLFPA-West covers approximately forty-seven
miles of hurricane flood protection levees, floodwalls, and floodgates and approximately
thirty-three miles of Mississippi River levees and floodwalls; and
WHEREAS, a seven-member board of commissioners oversees SLFPA-West, which
is made up of two levee districts, the West Jefferson Levee District, which serves the west
bank portions of Jefferson Parish, and the Algiers Levee District, which serves the west bank
portions of Orleans Parish; and
WHEREAS, the Algiers Levee District was reorganized to encompass the portion
of the parish of Orleans on the west side of the Mississippi River and the West Jefferson
Levee District was reorganized and encompasses all lands in the parish of Jefferson on the
west side of the Mississippi River, except that area of land contained in the Lafitte Area
Independent Levee District.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the Department of Transportation and Development to perform
a cost-benefit analysis on merging the Lafitte Area Independent Levee District with the
Southeast Louisiana Flood Protection Authority-West.

BE IT FURTHER RESOLVED the department shall prepare and deliver the report
to the Senate Committee on Transportation, Highways and Public Works, the Senate
Committee on Finance and to the David R. Poynter Legislative Research Library as required
by R.S. 24:771 and 772, no later than December 1, 2024.
