SENATE RESOLUTION NO. 3
BY SENATOR FOIL 
A RESOLUTION
To express the sincere and heartfelt condolences of the Senate of the Legislature of
Louisiana to the family and friends of Dr. Hans Paulsen Armstrong on the occasion
of his passing on December 28, 2023.
WHEREAS, Dr. Hans Paulsen Armstrong was born on March 21, 1932, and grew
up in Baton Rouge where he attended University High School, excelling in sports and
serving as the quarterback and punter for the football team and the catcher for the baseball
team; and
WHEREAS, Dr. Armstrong attended Louisiana State University, was a proud
member of the Delta Kappa Epsilon fraternity (DEKE), and attended Louisiana State
University Medical School in New Orleans; and 
WHEREAS, upon graduation from LSU Medical School in New Orleans, he
completed a pediatric surgical residency at Pittsburg Children's Hospital; and 
WHEREAS, after completion of his residency program, Dr. Armstrong returned to
his hometown of Baton Rouge and dedicated his life to caring for the community's ailing
children; and 
WHEREAS, Dr. Armstrong was well-respected and highly regarded in the medical
community throughout his career for his tireless commitment to the children of Baton
Rouge; and
WHEREAS, among his many medical contributions was a surgery in 1985 where his
team successfully separated the first set of conjoined twins born in Baton Rouge; and 
WHEREAS, Dr. Armstrong was an avid outdoorsman who enjoyed hunting and
fishing in Sportsman's Paradise; and 
WHEREAS, he was a proud veteran of the United States Army after being stationed
at Fort Sill, Oklahoma; and 
WHEREAS, Dr. Armstrong was greatly involved in Trinity Episcopal Church where
he served on the Vestry and volunteered in numerous other capacities; and

WHEREAS, one of his greatest joys was in his role of husband of sixty-one years to
Margaret Earhart Armstrong with whom he is now reunited in the Kingdom of Heaven; and 
WHEREAS, Dr. Armstrong leaves behind a legacy of eight wonderful and
accomplished children, Dr. Tim Armstrong (Judy), Dr. Kevin Armstrong (Lisa), Kyle
Armstrong (Karen), Dr. Karlan Armstrong (Erika), Keith Armstrong (Mary Beth), Dr. Paul
Armstrong (Beckie), Katherine Brown (Keith), and Elizabeth Fabian (Ted), as well as
twenty-two grandchildren and eight great-grandchildren; and 
WHEREAS, Dr. Armstrong will be greatly missed by his family, his patients, his
Trinity Episcopal Church family, and the Baton Rouge community at large.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby express sincere and heartfelt condolences upon the passing of Dr. Hans Paulsen
Armstrong.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
family of Dr. Hans Paulsen Armstrong.
