HEALTH SERVICES: Provides relative to the donation of source plasma
1 AN ACT
2To amend and reenact R.S. 37:1312(introductory paragraph) and to enact R.S. 37:1312(15)
3 and 1313(A)(3), relative to licensing requirements for clinical laboratory personnel;
4 to provide for definitions; to create an exemption to licensing requirements for
5 clinical laboratory personnel working in certain source plasma donation centers; and
6 to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 37:1312 (introductory paragraph) is hereby amended and reenacted
9and R.S. 37:1312(15) and 1313(A)(3) are hereby enacted to read as follows:
10 §1312. Definitions
11 As used in this Part, the following terms shall mean have the following
12 meanings, unless the context requires otherwise:

14 (15) "Source plasma" means the fluid portion of human blood collected by
15 plasmapheresis and intended as source material for further manufacturing use. The
16 definition excludes single donor plasma products intended for intravenous use.
17 §1313. Exemptions to licensure
18 A. This Part shall apply to clinical laboratory personnel performing the
19 practice of clinical laboratory science in a clinical laboratory in this state except

1 (3) A source plasma donation center that performs only nondiagnostic tests
2 for the purpose of screening source plasma donors.

Abstract: Creates an exception to the requirement of licensure for clinical laboratory
personnel who work for source plasma donation centers that perform only
nondiagnostic tests for source plasma donors.
Present law requires that clinical laboratory personnel be licensed by the Clinical Laboratory
Personnel Committee in order to practice clinical laboratory science in clinical laboratory
settings.
Present law creates an exception to the licensing requirement for clinical laboratory
personnel practicing clinical laboratory science in either a clinical laboratory operated by the
U.S. government or a nonprofit laboratory operated and maintained exclusively for
instruction and research involving no individual patients.
Proposed law adds an exception to the licensing requirement for clinical laboratory
personnel practicing clinical laboratory science in a source plasma donation center that only
performs nondiagnostic tests for the purpose of screening source plasma donors.
