PROPERTY/PUBLIC: Authorizes the transfer of certain state property in the parishes of Webster and Bienville 1 AN ACT 2To authorize and provide for the transfer of certain state property; to authorize the transfer 3 of certain state property in Webster and Bienville Parishes; to provide property 4 descriptions; to provide for reservation of mineral rights; to provide terms and 5 conditions; to provide for an effective date; and to provide for related matters. 6Be it enacted by the Legislature of Louisiana: 7 Section 1. The commissioner of administration, notwithstanding any other provision 8of law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease, 9or deliver any interest, excluding mineral rights, the state may have to any portion of the 10following described property in Webster and Bienville Parishes to those persons holding 11record title to that portion of the property: 12 Those areas of dried lake bed existing above the current ordinary high water 13 mark and below the 148.6 foot contour line according to NGVD29 elevation datum 14 and lying within Sections 1, 2, 3, 5, 8, 9, 10, 12, 15, 16, 21, 22, 28, and 33 of 15 Township 16 North, Range 10 West; Sections 8, 17, 18, 19, 20, 30, and 31 of 16 Township 17 North, Range 9 West; and Sections 25, 26, 27, 28, 31, 32, 33, 34, and 17 36 of Township 17 North - Range 10 West, Webster and Bienville Parishes, 18 Louisiana, estimated to contain, in the aggregate, approximately 1,400 acres, more 19 or less. 20 Section 2. The commissioner of administration is hereby authorized to enter into 21such agreements, covenants, conditions, and stipulations and to execute such documents as 22necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of 23title, excluding mineral rights, to portions of the property described in Section 1 of this Act, 24and as more specifically described in any such agreements entered into and documents Page 1 of 3 HLS 25RS-540 ORIGINAL HB NO. 154 1executed by and between the commissioner of administration and the record title holder to 2such property, in exchange for consideration proportionate to the appraised value of the 3property. 4 Section 3. The commissioner of administration, notwithstanding any other provision 5of law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease, 6or deliver any interest, excluding mineral rights, the state may have to all or any portion of 7the following described property in Webster Parish to Mark Alan Dean and Amy Redden 8Dean: 9 Three tracts of land, being a 0.13 acre, more or less, tract of land, a 0.32 acre, 10 more or less, tract of land, and a 0.36 acre, more or less, tract of land, all located in 11 Government Lot No. 4, Section 13, Township 17 North, Range 10 West, Webster 12 Parish, Louisiana. 13 Section 4. The commissioner of administration is hereby authorized to enter into 14such agreements, covenants, conditions, and stipulations and to execute such documents as 15necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of 16title, excluding mineral rights, to the property described in Section 3 of this Act, and as more 17specifically described in any such agreements entered into and documents executed by and 18between the commissioner of administration and Mark Alan Dean and Amy Redden Dean 19in exchange for consideration proportionate to the appraised value of the property. 20 Section 5. The commissioner of administration, notwithstanding any other provision 21of law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease, 22or deliver any interest, excluding mineral rights, the state may have to all or any portion of 23the following described property in Webster Parish to Mark Jason Woods and Jennifer 24Michelle Woods: 25 Two tracts of land, being a 0.64 acre, more or less, tract of land, and a 0.20 26 acre, more or less, tract of land, all located in Government Lot No. 4, Section 13, 27 Township 17 North, Range 10 West, Webster Parish, Louisiana. 28 Section 6. The commissioner of administration is hereby authorized to enter into 29such agreements, covenants, conditions, and stipulations and to execute such documents as 30necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of 31title, excluding mineral rights, to the property described in Section 5 of this Act, and as more 32specifically described in any such agreements entered into and documents executed by and Page 2 of 3 HLS 25RS-540 ORIGINAL HB NO. 154 1between the commissioner of administration and Mark Jason Woods and Jennifer Michelle 2Woods, in exchange for consideration proportionate to the appraised value of the property. 3 Section 7. This Act shall become effective upon signature by the governor or, if not 4signed by the governor, upon expiration of the time for bills to become law without signature 5by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 6vetoed by the governor and subsequently approved by the legislature, this Act shall become 7effective on the day following such approval.
