HOUSE BILL NO. 171

PAROLE:  Provides relative to the compensation of members of the committee on parole
1	AN ACT
2To amend and reenact R.S. 15:574.2(A)(7), relative to the members of the committee on
3 parole; to provide relative to the annual compensation of members; and to provide
4 for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 15:574.2(A)(7) is hereby amended and reenacted to read as follows: 
7 ยง574.2.  Committee on parole, Board of Pardons; membership; qualifications;
8	vacancies; compensation; domicile; venue; meetings; quorum; panels;
9	powers and duties; transfer of property to committee; representation of
10	applicants before the committee; prohibitions

13	(7)  The chairman of the board shall receive an annual salary not to exceed
14 fifty thousand dollars, the vice chairman shall receive an annual salary not to exceed
15 forty-seven thousand dollars, the two-at-large appointees to the committee on parole,
16 and each of the other members of the board, except for the ex officio member, shall
17 receive an annual salary not to exceed forty-four thousand dollars payable on his
18 own warrant, and shall be reimbursed for necessary travel and other expenses
19 actually incurred in the discharge of his duties.  The actual salaries, subject to the
20 limits provided for in this Paragraph, shall be authorized by executive order of the

1 governor.  The rate of annual compensation for the members of the board and
2 committee on parole, except for the ex-officio member, shall be authorized by
3 executive order of the governor.  Annual compensation shall be payable upon the
4 warrant of the member and each member shall be reimbursed for necessary travel
5 and other expenses actually incurred in the discharge of his official duties.  The
6 actual salaries and expenses shall be paid from the general operating fund of the
7 Department of Public Safety and Corrections in an annual amount as authorized by
8 the secretary.  The salary shall be structured so that the salary of the chairman is set
9 at a rate that is ten percent higher than that of a board or committee member and the
10 salary of the vice chairman is adjusted to five percent above that of a board or
11 committee member.

Abstract:  Provides relative to the annual compensation of members of the committee on
parole.
Present law (R.S. 15:574.2) provides for the membership and duties of the committee on
parole and Board of Pardons.
Proposed law retains present law.
Present law (R.S. 15:574.2(A)(7)) provides for compensation as follows:
(1)The chairman of the board shall receive an annual salary not to exceed $50,000.
(2)The vice chairman shall receive an annual salary not to exceed $47,000.
(3)The two-at-large appointees to the committee on parole and each of the other
members of the board, except for the ex officio member, shall receive an annual
salary not to exceed $44,000  payable on his own warrant.
Present law provides that the chairman, vice chairman, two-at-large appointees, and other
members of the board, except for the ex officio member, shall be reimbursed for necessary
travel and other expenses actually incurred in the discharge of duties.  Further provides that
the actual salaries, subject to the limits provided in present law, shall be authorized by
executive order of the governor.

Proposed law amends present law to provide that the chairman of the board, the two-at-large
appointees, and each of the other members of the board, except for the ex officio member,
shall receive an annual salary.
Proposed law provides that the rate of annual compensation for the members of the board
and committee on parole, except for the ex-officio member, shall be authorized by executive
order of the governor.  Further provides that annual compensation shall be payable upon the
warrant of the member and each member shall be reimbursed for necessary travel and other
expenses actually incurred in the discharge of his official duties.
Proposed law provides that the actual salaries and expenses shall be paid from the general
operating fund of the Dept. of Public Safety and Corrections in an annual amount as
authorized by the secretary. 
Proposed law provides that the salary shall be structured so that the salary of the chairman
is set at a rate that is 10% higher than that of a board or committee member and the salary
of the vice chairman is adjusted to 5% above that of a board or committee member.
