HOUSE BILL NO. 205

ENERGY/OIL & GAS:  Provides for the operation of saltwater disposal wells in the
parishes of Bienville, Bossier, Caddo, DeSoto, Red River, and Webster
1	AN ACT
2To amend and reenact R.S. 30:4(C)(16)(c) and to enact R.S. 30:4(C)(16)(d), relative to
3 disposal wells; to provide for saltwater disposal wells in Bienville, Bossier, Caddo,
4 DeSoto, Red River, and Webster Parishes; to provide for injection pressure limits; 
5 to establish a process for saltwater disposal well permit modification; and to provide
6 for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 30:4(C)(16)(c) is hereby amended and reenacted and R.S.
930:4(C)(16)(d) is hereby enacted to read as follows:
10 ยง4.  Jurisdiction, duties, and powers of the assistant secretary; rules and regulations

12	C.  The commissioner has authority to make, after notice and hearings as
13 provided in this Chapter, any reasonable rules, regulations, and orders that are
14 necessary from time to time in the proper administration and enforcement of this
15 Chapter, including rules, regulations, or orders for the following purposes:

19	(c)  However, no No rule, regulation, or order authorized by this Paragraph
20 shall regulate the hours of operation or receiving of offsite treatment, storage, and

1 disposal facilities for waste material as defined in Subparagraph (b) of this
2 Paragraph.
3	(d)  No rule, regulation, order, or permit issued pursuant to the authority
4 granted by this Paragraph shall limit the maximum surface injection pressure for
5 saltwater disposal wells in the parishes of Bienville, Bossier, Caddo, DeSoto, Red
6 River, and Webster to an amount less than one half pound per vertical foot between
7 the surface and the injection point.  Operators with existing permits that limit the
8 maximum surface injection pressure to an amount less than one half pound per
9 vertical foot may submit a request to the department for modification of the permit
10 in compliance with this Subparagraph.

Abstract:  Prohibits the commissioner of conservation from limiting the surface injection
pressure for saltwater disposal wells to less than 0.5 lbs. per foot in certain parishes.
Present law authorizes the commissioner of conservation to regulate disposal wells,
including saltwater disposal wells.
Proposed law prohibits the commissioner from limiting any saltwater disposal well in the
parishes of Bienville, Bossier, Caddo, DeSoto, Red River, and Webster to a surface injection
pressure less than 0.5 lbs. per vertical foot, measuring from the surface to the point of
injection.
Proposed law authorizes saltwater disposal well operators with an existing permit that limits
the injection pressure they can use to less than 0.5 lbs. per foot to apply to the department
to have their permits modified to comply with proposed law.
