ELECTIONS/COMMISSIONERS:  Provides relative to compensation for parish board
commissioners, election commissioners, and commissioners-in-charge
1	AN ACT
2To amend and reenact R.S. 18:426.1 and 1314(E), relative to compensation of certain
3 election officials; to provide for compensation of election commissioners on election
4 day, during the counting and tabulating of provisional ballots, and during a recount;
5 to increase compensation; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 18:426.1 and 1314(E) are hereby amended and reenacted to read as
8follows:
9 §426.1.  Election commissioners; compensation
10	A.  Each commissioner who serves at the polling place on election day shall
11 be paid according to the following:
12	(1)  A commissioner-in-charge shall receive two hundred fifty three hundred
13 dollars.
14	(2)  A commissioner-in-charge who serves at more than one precinct shall
15 receive three hundred fifty four hundred dollars.
16	(3)  A commissioner who has received a certificate of instruction, as provided
17 in R.S. 18:431(A), shall receive one hundred fifty dollars.
18	(4)  A commissioner who has received a certificate of instruction, as provided
19 in R.S. 18:431(B), shall receive two hundred fifty dollars.
20	(5)  An uncertified commissioner shall receive thirty-five eighty-five dollars.

1	B.  For an election held within one year following the date of the issuance of
2 any gubernatorial declaration of an emergency, upon application of a parish board
3 of election supervisors, the secretary of state may approve payment of up to one
4 hundred fifty dollars per election or each day of assistance, if applicable, as
5 compensation to each commissioner in addition to compensation provided for in
6 Subsection A of this Section.

8 §1314.  Parish board commissioners

10	E.  Compensation.  A parish board commissioner who serves on election day,
11 or during the counting and tabulating of provisional ballots, or during a recount shall
12 receive fifty dollars or one hundred dollars or one hundred fifty dollars for each day
13 he serves as provided below:
14	(1)  He shall receive one hundred fifty dollars for elections for which the
15 secretary of state has approved such compensation.  The secretary of state may
16 provide such approval upon application by the parish board of election supervisors
17 when it is reasonably expected that a large number of persons will vote prior to
18 election day.
19	(2)  He shall receive fifty one hundred dollars for elections other than those
20 provided for in Paragraphs Paragraph (1) and (3) of this Subsection.
21	(3)  For an election held within one year following the date of the issuance
22 of any gubernatorial declaration of an emergency, upon application of the parish
23 board of election supervisors, the secretary of state may approve the payment of up
24 to one hundred dollars per election or each day of assistance, if applicable, as
25 compensation to each commissioner in addition to compensation otherwise provided
26 for in this Subsection.

Abstract:  Increases the compensation of commissioners who serve on election day, during
early voting, and during a recount.
Present law (R.S. 18:426.1) provides that each commissioner who serves at the polling place
on election day shall be paid according to the following:
(1)A commissioner-in-charge shall receive $250.
(2)A commissioner-in-charge who serves more than one precinct shall receive $350.
(3)A commissioner who has received a certificate of instruction for completion of a
general course of instruction for commissioners shall receive $100.
(4)A commissioner who has received a certificate of instruction for completion of a
course of instruction for commissioners-in-charge, commissioners, and alternate
commissioners held after selection for service in an election shall receive $200.
(5)An uncertified commissioner shall receive $35.
Proposed law increases the compensation for commissioners and commissioners-in-charge
who serve at the polling place on election day as follows:
(1)A commissioner-in-charge shall receive $300 instead of $250.
(2)A commissioner-in-charge who serves more than one precinct shall receive $400
instead of $350.
(3)A commissioner who has received a certificate of instruction for completion of a
general course of instruction for commissioners shall receive $150 instead of $100.
(4)A commissioner who has received a certificate of instruction for completion of a
course of instruction for commissioners-in-charge, commissioners, and alternate
commissioners held after selection for service in an election shall receive $250
instead of $200.
(5)An uncertified commissioner shall receive $85 instead of $35.
Present law provides that for an election held within one year following the date of the
issuance of any gubernatorial declaration of an emergency, upon application of a parish
board of election supervisors, the secretary of state may approve payment of up to $100 per
election or each day of assistance, if applicable, as compensation to each commissioner in
addition to compensation provided for in present law.
Proposed law increases the additional compensation for commissioners from $100 to $150
per election or each day of assistance in such circumstances.
Present law (R.S. 18:1314(E)) allows a parish board commissioner who serves on election
day or during the counting and tabulating of provisional ballots to receive $100 for elections
with the approval of the secretary of state upon application by the parish board of election

supervisors when it is reasonably expected that a large number of persons will vote prior to
election day.  Proposed law removes the expectation of a large number of voters
requirement.  Increases compensation from $100 to $150.  Present law provides for
compensation of $50 for all other elections.  Proposed law increases compensation from $50
to $100.
Present law provides for additional compensation of up to $100 for parish board
commissioners for an election held within one year following a gubernatorial declaration of
an emergency upon application of the parish board of election supervisors.
Proposed law repeals present law.
