INSURANCE/GROUP-SHERI FFS: Provides relative to the payment of insurance premium
costs by the Franklin Parish Sheriff's Office
1 AN ACT
2To amend and reenact R.S. 13:5554(S), relative to Franklin Parish Sheriff's Office; to
3 provide relative to insurance premium payments for sheriff and deputy sheriff
4 retirees; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 13:5554(S) is hereby amended and reenacted to read as follows:
7 ยง5554. Group insurance; kinds; amounts; subrogation

9 S.(1) Notwithstanding the provisions of Subsection D of this Section and
10 Paragraph (2) of this Subsection, one hundred percent of the premium costs of group
11 hospital, surgical, and medical expense insurance and life insurance contracted for
12 under the provisions of this Section shall be paid from the sheriff's general fund for
13 any sheriff or deputy sheriff who has retired from the Franklin Parish Sheriff's Office
14 prior to December 31, 2012, and who is eligible to receive benefits from the Sheriff's
15 Pension and Relief Fund, and who meets either one of the following conditions:
16 (a) Has attained the age of fifty-five years with twenty-four or more years of
17 full-time service with the Franklin Parish Sheriff's Office.
18 (b) Has completed thirty years of full-time continuous service with the
19 Franklin Parish Sheriff's Office, regardless of age.

1 (2) Notwithstanding the provisions of Subsection D of this Section and
2 Paragraph (1) of this Subsection, for any sheriff or deputy sheriff who earned a
3 majority of his creditable service time with the Franklin Parish Sheriff's Office and
4 retires on or after December 31, 2012, and who is eligible to receive benefits from
5 the Sheriff's Pension and Relief Fund, the premium costs of group hospital, surgical,
6 and medical expense insurance and life insurance shall be paid from the sheriff's
7 general fund as follows:
8 (a) One hundred percent if the sheriff or deputy sheriff has completed thirty
9 years of full-time creditable service and has completed a majority of his creditable
10 service time with the Franklin Parish Sheriff's Office, regardless of age. A sheriff
11 or deputy sheriff's creditable days of full-time service shall be determined by the
12 Louisiana Sheriff's Pension and Relief Fund.
13 (b) Seventy-five percent if the sheriff or deputy sheriff has attained the age
14 of fifty-five years with at least twenty-seven years of full-time creditable service and
15 has completed a majority of his creditable service time with the Franklin Parish
16 Sheriff's Office. A sheriff or deputy sheriff's creditable days of full-time service
17 shall be determined by the Louisiana Sheriff's Pension and Relief Fund.
18 (c) Fifty percent if the sheriff or deputy sheriff has attained the age of
19 fifty-five years with at least twenty-three years of full-time creditable service and has
20 completed a majority of his creditable service time with the Franklin Parish Sheriff's
21 Office. A sheriff or deputy sheriff's creditable days of full-time service shall be
22 determined by the Louisiana Sheriff's Pension and Relief Fund.
23 (3) The Louisiana Sheriff's Pension and Relief Fund shall determine a sheriff
24 or deputy sheriff's creditable days of full-time service as required by this Section.

Abstract: Provides relative to the payment of insurance premium costs by the Franklin
Parish Sheriff's Office.
Present law provides that 100% of the premium costs of group hospital, surgical, and
medical expense insurance shall be paid from the sheriff's general fund for any sheriff or
deputy sheriff who has retired from the Franklin Parish Sheriff's Office and who is eligible
to receive benefits from the Sheriff's Pension and Relief Fund.
Proposed law provides that 100% of the premium costs of group hospital, surgical, and
medical expense insurance shall be paid from the sheriff's general fund for any sheriff or
deputy sheriff who has been employed with or has earned creditable service from the
Franklin Parish Sheriff's Office and who is eligible to receive benefits from the Sheriff's
Pension and Relief Fund.
