HOUSE BILL NO. 276

PUBLIC OFFICIALS:  Authorizes St. Tammany Parish to create and provide for local
ethics entities
1	AN ACT
2To amend and reenact R.S. 33:9611(A)(1), relative to local ethics entities; to authorize
3 St. Tammany Parish to create local ethics entities and provide for the powers, duties,
4 and authority of such entities; to provide relative to local codes of conduct and ethics
5 ordinances; and to provide for related matters.
6	Notice of intention to introduce this Act has been published
7	as provided by Article III, Section 13 of the Constitution of
8	Louisiana.
9Be it enacted by the Legislature of Louisiana:
10 Section 1.  R.S. 33:9611(A)(1) is hereby amended and reenacted to read as follows:
11 ยง9611.  Application and purpose
12	A.(1)  This Chapter applies to the city of New Orleans and the parishes of
13 East Baton Rouge, St. Tammany, and Jefferson.

Abstract: Authorizes St. Tammany Parish to create and provide for local ethics entities.
Present law authorizes the city of New Orleans and the parishes of East Baton Rouge and
Jefferson to create local ethics entities, including without limitation an ethics review board
or office of inspector general and to adopt and enforce local codes of conduct or ethics
ordinances.
Present law allows these local governmental subdivisions to designate a local ethics entity
as a law enforcement agency and further allows the local governmental subdivision to confer
upon a local ethics entity all investigative powers and privileges belonging to a law
enforcement agency under state law.
Present law provides that a local ethics entity may investigate all entities receiving funds
through or for the benefit of the local governmental subdivision.
Present law provides for the confidentiality of records and proceedings during preliminary
investigations.
Proposed law retains present law.
Proposed law additionally provides that present law applies to the parish of St. Tammany.
